US officials agree on new ways to control high tech exports to China – Strategy – Hardware- Tempemail – Blog – 10 minute

The Trump administration is tightening rules to prevent China from obtaining advanced US technology for commercial purposes and then diverting it to military use, several sources told Reuters.
Three measures agreed to by senior US officials in a meeting last Wednesday, but not finalised, would introduce hurdles that could be used to stop Chinese companies from buying certain optical materials, radar equipment and semiconductors, among other things, from the United States.
The moves are advancing as relations between the United States and China, a key customer for US technology, sour over the deadly coronavirus pandemic, which originated in Wuhan, and tit-for-tat expulsions of journalists from each country.
They are also a sign of growing nervousness within the US government over China’s “civil-military” fusion promoted by President Xi Jinping, which aims to build up its military might and super-charged technological development in tandem.
China hardliners within the administration say it is time to update US rules in light of the Chinese policy, since some US shipments abroad are authorized based in large part on whether they will be used for civilian or military applications.
Since “the Chinese have said to us, ‘anything you give to us for a commercial purpose is going to be given to the military,’ what point is there in maintaining a distinction in our export control regulations?” said former White House official Tim Morrison, who was involved in drawing up the changes, which have been in the works since at least last year.
It was not clear if President Donald Trump would sign off on them, despite the decision last week to press ahead with their roll-out.
Industry fears the new rules, which include withdrawing license exceptions, could drive Chinese consumers into the arms of foreign rivals.
“There’s a chilling effect when they start taking away the availability of these license exceptions for particular exports,” said Washington trade lawyer Eric McClafferty. “It makes people more nervous to export to China.”
The White House, the Commerce Department, and the Chinese Embassy in Washington did not respond to requests for comment.
‘Civ’ exemption
One change would do away with the civilian or “civ” exemption, which allows for the export of certain US technology without a license, if it is for a non-military entity and use, sources said.
The exception, which eases the export of items like field programmable gate array integrated circuits, would be eliminated for Chinese importers and Chinese nationals.
FPGA circuits are made by several companies, including Intel and Xilinx .
A Xilinx spokesperson said in a statement: “Xilinx is aware of the proposed increased export restrictions to China and is monitoring the situation closely. We will comply with any new US Department of Commerce rules and regulations if/when they are enacted.”
Intel declined to comment.
Doug Jacobson, another Washington lawyer who specialises in trade, said that several of his clients were concerned about the elimination of the civilian exemption, mainly companies involved with electronics.
“It could be significant for certain companies,” Jacobson said. “In terms of whether that would lead to (licence) denials, who knows? But it would be an additional hurdle to jump through for a US company to sell to commercial end users in China.”
Another change would stop China’s military from obtaining certain items without a licence even if they were buying them for civilian use, such as scientific equipment like digital oscilloscopes, airplane engines and certain types of computers.
If implemented, the measure could block certain shipments to Chinese military importers like the People’s Liberation Army, even if they said the item would be used in a hospital, for example.
A final change would force foreign companies shipping certain American goods to China to seek approval not only from their own governments but from the US government as well.
The Trump administration’s concern, one person said, is that a lot of US allies are not as worried about China’s civilian and military fusion.
Industry has already expressed concern about some of the proposed regulatory changes, which were published last year.

Social media is also the place where fake news is spread the fastest, and where people are at most danger to contract it. While trusted news sources are online and on social media, and many people gravitate towards them – the majority of news on social media is garnered from what is known as “Opinion Leaders”.
These are the people who the news reaches first, whether fake or not, and later spread it to their followers. Consider a certain friend or page on Facebook that you think consistently posts interesting or insightful articles or headlines. Do you reblog or share news from them to your own friends and followers?

Ask yourself; is there a verified logo?  Do we recognize this news site? If we can answer all these questions, then we can share it with our friends and followers – if not, we should report it.

We asked IEEE Impact Creators and cybersecurity experts to weigh in and share their tips for staying safe online while working, as well as practicing social distancing:
Ensure Your WiFi and Router Passwords Are Secure“One of the simplest things you can do to secure your home network is to ensure your WiFi and router passwords are secure,” advised IEEE member Carmen Fontana.
It’s important that your home network has a strong password that contains a variety of characters and symbols to prevent cyber attackers from easily breaking into your network. Keeping an industry-set password or not having a strong password is like leaving the door open for someone to walk into your house. Changing your password regularly is also a great way to keep the door locked on your devices.
“Consider using separate security for your guest/family/IoT devices than your work WiFi,” says Fontana. “If you want to go even further, think about implementing a firewall and/or Domain Name System (DNS) server.”
Check In With Your IT DepartmentSpending more time working from home may expose new privacy vulnerabilities and information to bad actors — your IT department can be the first line of defense.
“Unfortunately, nefarious actors use situations like this to prey on our insecurities,” says Fontana. “Your company’s IT support team should never unexpectedly email you to ask for account information, home networking information, etc. Exercise excessive caution if you are contacted in this manner.”
If you do encounter a situation you are unsure of, contact your IT department to see if this was a company-approved initiative.
“If you receive a call purportedly from your helpdesk, call them back on the number listed in your corporate directory,” reiterates IEEE member Kayne McGladrey. “Threat actors are actively calling employees in the hopes that they are unfamiliar with working from home.”
Only Use Employer-Provided Devices“Employees should only use employer-provided and approved hardware to connect to the corporate infrastructure when working remote,” says McGladrey. “This is to limit the risk of accidental or unintentional data loss or exposure when using a personal device.”
It might be tempting to use your personal device if you were not able to take home all of your hardware or if you feel your devices are easier to navigate. Your IT department has worked hard to set up infrastructures to protect you and your company from unintentionally sharing confidential information. It’s safer to continue using the devices your company has provided.
Keep Your Software Up-To-Date“Running the most recent versions of your mobile operating system, security software, apps and web browsers is among the best defenses against malware and other threats,” says IEEE Senior member Kevin Curran. “When you see a message on your computer or mobile to update, then do so immediately. These updates often contain security patches which protect against new vulnerabilities.”
As mentioned before, if you are feeling uneasy about updating anything — check in with your IT department before you hit download. They can confirm what seems suspicious and what is necessary for the health of your device.
Be Patient with Slower Network ServersRemember to allow extra time as you navigate this new remote-only world of work. Network servers are expected to be a little slower as more people all take to their computers to get all necessary work done.
“With many people now working from home, we can anticipate some service outages and slowdowns,” says McGladrey. “Be patient. We’re all in this together.”

It wasn’t that long ago when Wi-Fi and Ethernet speeds weren’t as fast and inexpensive enough for every-day consumers. The rate of growth this industry has seen is exponential, and the thousands of engineers in IEEE’s numerous 802 working groups have made sure their technical standards have enabled constant improvements, ensuring consistency and accessibility in the market.
Let’s imagine how the world would be a different place if these standards were not in place today.
1. REMOTE WORK WOULD BE NON-EXISTENTWired and wireless connectivity enabled by Wi-Fi and Ethernet on mobile and laptop devices has changed how many companies and employees now work. Long gone are the days of exclusively working in an office to complete tasks on a desktop computer, or even a designated computer room.
“Ethernet-extended Internet packets switched beyond the computer room to desktop personal computers,” says Metcalfe. “Before Ethernet, the Internet was accessed by terminals.”
Quickly answering an email or instant message on your phone, video-calling with your boss across the country or updating your social media accounts would not be a reality without 802 standards, especially those created specifically for Interworking/Security, Ethernet and Wi-Fi like 802.1, 802.3 and 802.11.
2. NO MORE LIKES ON SOCIAL MEDIAWhat is social media without the ‘likes’? what if hitting like wasn’t possible?Well, without the networking standards created by the engineers in IEEE’s 802 working groups, this just might be the case.
“When you hit like on Facebook, eventually that clicking of likes becomes a flurry of Ethernet packets that dissolve through the layers of software of Ethernet,” says Metcalfe. “To get that rapid response we all know so well of clicking like on our social media channels, you need the packets in the plumbing to reach higher and higher speeds of Ethernet.”
Wired and wireless have a close relationship. They rely on each other. So even though you’re hitting like on a device that’s wirelessly connected, that action eventually relies on a wired connections and many switching points in the Internet’s plumbing. So, without IEEE’s 802.1 Interworking standards, 802.3 standard for Ethernet, or its 802.11 standard for Wi-Fi, you can say goodbye to the days of liking, retweeting and sharing.
3. DEVICE PRICES WOULD NEVER BE AS INEXPENSIVE AS THEY ARE NOW
You might be balking at the idea that your electronic device is currently at an affordable price. But if we didn’t have 802’s family of standards, those prices would never have dropped to the level they are at now and because of that, unattainable for many consumers and established companies looking to purchase the latest and greatest technology.
“Once the retail price of Wi-Fi devices was drastically reduced, the devices designed according to the IEEE 802.11 and IEEE 802.11b standards became affordable [through competition and innovation] to the public,” explains Vic Hayes, the father of Wi-Fi. “Now the price for a client device was down to $100 from $500 in 1998 and for a price point of $300 from $1300 in 1998.”
802 standards helped keep prices down for those devices that need wireless and wired connectivity. Not only that, they established rules for manufacturers to ensure all devices were capable of interoperating no matter where on the globe they are used.

When you think of a toxic brand, you may think of one that has crossed the lines of social decency. However, there’s a different kind of toxicity at play in today’s digital ecosystem – the polluter. Brands are filling our minds with psychological waste on the internet and social media.
We know that increasing amounts of screen time is bad for mental health. Yet there’s still so much focus on content that’s only there to divert people’s attention and keep it fixed to the screen, with media thrown behind it to target again and again. This isn’t good for the wellbeing of audiences and it’s certainly not good for the businesses paying for it. And it’s also unnecessary – brands should be able to hit their business goals without polluting.
So, here are five ways to reduce your ‘waste’ online.
Consider the consumer’s emotions
Advertising is often created to pull on emotions, but brands should consider dialing back negativity (like pushing on feelings of guilt or shame). Instead, reframe conversations around positive emotions like achievement and celebration. Particularly on social media, which is a more personal space than TV. Look at the contrast between Sport England’s This Girl Can and the 2019 Christmas Peloton advert for example – one inspired, one shamed. And it’s clear which was received more favourably.
Don’t jump in where you don’t belong
Brands love a bit of banter on social media. But there’s a darker side to the cringeworthy attempts to jump into anything that happens to be trending; this is also fuelling the excessive content pollution on social. So if you’ve got a witty reply lined up for the latest in the #Megxit saga, consider if you have a place in the conversation. Is it relevant to your brand, is it an area you can authoritatively speak to, can you add a useful voice to it? If not, it’s just a forgettable PR stunt and a waste of time and attention.
Get people’s heads up

Turn to technology
Digital marketing isn’t all about screens. It’s also about understanding and involving new technologies in your work. Voice continues to grow globally; can this enhance your campaign? Can VR or AR keep people’s attention off their smartphones and more involved in experiencing your brand? Agencies need to broaden their tech playbook – as people become more aware of the negative impacts of screen time and (hopefully) begin restricting it, the marketers set up to succeed will be those that have a grasp on the full digital and technical ecosystem.
Reevaluate your metrics
Part of the motivation when it comes to constant content bombardment comes down to dominant but out-of-date metrics. Agencies are often being judged on how often a consumer sees content, not how often they interact with it, feel about it or even purchase as a result of it. We need to have some serious conversations with clients about priorities – is success likes, dwell time and eyeballs, or the most efficient route to the most effective business result? Which, if you need another reason to sell it, means less media spend.
It’ll take a while for perceptions of metrics to shift, but now’s the time to make it part of the bigger picture.
