Victoria contact tracers access Covidsafe data 99 times but no identified close contacts reported | World news – Blog – 10 minute

As Melbourne suburbs are locked down and the government tries to get a second spike in cases in Victoria under control, contact tracers in the state have more than tripled the number of downloads from the Covidsafe app.
Last week it was reported that Victorian health officials had downloaded data 30 times from the app after 30 people tested positive for coronavirus, but the Department of Health and Human Services told Guardian Australia on Thursday that, with the recent increase in cases, the number of times contact tracers have been able to download data from the app is now at 99.
“Victoria has accessed the data of 99 people who were using the Covidsafe app and had tested positive for coronavirus,” a spokeswoman said.
“We urge Victorians to download the app to augment our contact tracing tools to stop the spread of the virus. This will be increasingly important as restrictions are eased and people are more mobile.”
There were still no reported close contacts identified using the app. Guardian Australia asked the department if any close contacts had been identified but the department had not responded to multiple requests over the past two days.

New South Wales has downloaded data from the app around 10 times, and has had zero close contacts identified, meaning in the more than two months since Covidsafe launched, no cases have yet been identified using the app, despite more than 6.5 million people in Australia downloading the app.
The agencies responsible for the app, the Digital Transformation Agency (DTA) and the Department of Health, continue to insist there are no issues with the app, despite their own evidence to the Senate’s Covid-19 inquiry revealing last month that locked iPhones can record as few as one in four contacts.
The Guardian also revealed New South Wales had issues obtaining data from the app.
The United Kingdom last month abandoned its plans to adopt a similar version of the app due to similar issues, instead opting to use the exposure notification system developed by Apple and Google.
Australia appears reluctant to adopt the Apple and Google version, which would resolve the ongoing Bluetooth issues. Currently in Covidsafe, a user needs to register a phone number before it can be used in the event that user is a close contact and needs to be contacted by a state contact tracer.
Under the Apple-Google framework, to maximise the privacy of its users, the companies will not allow health providers to force users to register a phone number in order to use the app.
That means that if someone is identified in the app as being a close contact and hasn’t left a phone number, there is no way for the contact tracer to contact them, however they will still be notified via the app that they’ve been identified as a close contact and can choose to then contact a health official.
Deputy chief medical officer Dr Nick Coatsworth told Ten’s The Project on Sunday that was not an option the government was willing to accept.
“It fundamentally changes the locus of control, it takes out the middle person and the middle person is the contact tracer, the people who have kept us safe.
“There is no way we’re shifting to a platform that’s going to take out the contact tracers.”

On Friday, an update to the app will be rolled out to make it available in Arabic, Cantonese, Mandarin, Korean and Vietnamese. It is the sixth update to the app since it launched.
Over $2.5m has been spent by the government on the app, including $865,000 over two contracts to Amazon Web Services to host data consented to be uploaded in the event someone using the app tests positive, and $885,500 to Boston Consulting Group to support the development of the app.
BCG was brought in to support the development of the Covidsafe contact tracing app, initially on a Home Affairs contract of $220,000, but then migrated to the Digital Transformation Agency when it was given the lead role on the app shortly after.
The DTA then signed its own contract with Boston Consulting Group for $484,000 to continue its work on the app, and InnovationAus first reported this week that the company recently received an additional $181,500, meaning the organisation has so far received $885,500 for its work on the app.
The DTA said in a statement the extra payment was for an extension on the original contract, which was due to run only until late May.
“The Digital Transformation Agency and the Department of Health continue to work in partnership with BCG to deliver the Covidsafe app, hence the extension of the contract,” it said.
“As work continues to iteratively update, enhance and improve the Covidsafe app we will continue to work with all delivery partners as required.”
BCG had not responded to a request for comment by the time of publication, but Miguel Carrasco, the BCG partner leading the work the firm is doing with DTA on the app told a Salesforce webinar last month that the project was a good example of “genuine collaboration” between companies like BCG and the government.
“I think that was a good example of when people have a high degree of trust, and are able to trust each other and be open and transparent and are working towards a common goal,” he said.
“And then I think we see terrific outcomes and collaboration between the public and private sector.”
He said an increase in cases would help demonstrate the usefulness of the app.
“When we get an increase in coronavirus cases, and when people then upload their data and see that they have or haven’t been in contact with someone who’s tested positive, the government can then say ‘this is how Covidsafe was helpful’.
“They’ll have identified someone who’s positive in the community and had the opportunity to save others.”

African Airline Industry Lost $55 Billion from COVID-19 Lockdowns | Tempemail – Blog – 10 minute

Africa’s travel and tourism industry have lost $55 billion due to the closure of borders across the continent in attempts to stave off the spread of the novel coronavirus.
This is according to the African Union, who says that on the continent where safaris are a powerful overseas tourism market, the sector has been crushed by hard lockdowns that sealed air, land and sea borders.
“The impact is really severe,” says Amani Abou-Zeid, Commissioner for the African Union during a virtual briefing organised by the World Economic Forum and the WHO on Thursday.

“We are talking here about $55 billion lost within three months in a year when we were supposed to see an increase in travel and air transport.”
“There are airlines that may not survive COVID-19,” Abou-Zeid warned.
She would go on to say that, in Africa, tourism is not a luxury but a livelihood for millions across the continent.
Countries attempt to re-open industry
Times Live writes that countries in Africa are forging ahead to re-open air traffic and save their massacred tourism industries despite a steady rise in infections.
A handful of states opened their borders last week, countries like Zambia and Sierra Leone. Senegal is set to re-launch international air-travel from 15 July.
“As we are going to open… we are also now pushing for intra-African tourism,” Abou-Zeid says.
She calls for “Africans to see Africa” and pushes for lower taxes, reduced ticket faires and visa facilitation to encourage tourism between African nations.
Prosper Zo’o Minto’o of the International Civil Aviation Organisation (ICAO) says that the impact the virus has had on the African airline industry is ‘alarming.’
Zo’o Minto’o estimates that a $20 billion stimulus package, at the very least, would be required to aid the industry back into the sky as it was before the pandemic struck.
COVID-19 in sub-Saharan Africa
As of now, the continent has recorded more than 420,000 COVID-19 cases and over 10,000 deaths.
South Africa is the hardest-hit country in sub-Saharan Africa, accounting for a third of total numbers in the region.
WHO regional chief Matshidiso Moeti has warned of a “certain underestimation of cases” due to test kit shortages and the tendency to test only symptomatic patients.

Is the Global Pandemic an Opportunity to Reimagine Urban Development in Africa? | Tempemail – Blog – 10 minute

The need for social distancing and better sanitation could leapfrog development of African cities into a more sustainable future.
This is according to Duncan Bonnett, Director of Market Access & Research at Africa House, and research partner of exhibition organiser Messe Muenchen South Africa. He says that, while Africa’s architects and planners have long been pushing for greener, smarter better designed urban spaces, the COVID-19 pandemic may help fast-track moves to better living spaces.
New opportunities arise from disruptions
Speaking ahead of the bauma CONEXPO Africa trade show, Bonnett says “The pandemic has certainly caused delays and disruptions across construction and infrastructure development, but there are some silver linings for the sector, and for Africa as a whole.”

These, he says, included a new need for the realignment of developments such as commercial and hospitality spaces, the reconfiguration of retail developments and the reimagining of towns and cities.
“We could see redevelopment and remodelling of spaces, the development of new warehousing and logistics hubs as e-commerce really takes off; and the growth of retail distribution infrastructure closer to outlets and consumers,” Bonnet says.
“Another opportunity lies in the complete redevelopment of urban spaces in South Africa and across Africa.”
“The pandemic is highlighting how difficult it is to maintain safe social distancing and ensure water and sanitation for townships and informal settlements, for example. This is an opportunity for investors, governments and private sector to reconfigure how Africa lives – reimagining housing, green spaces, sanitation, power, and the work environment to ensure that both urban and rural spaces are resilient to disruption such as pandemics.”
Urban areas in Sub-Saharan Africa have been growing exponentially
The growth of urban areas in sub-Saharan Africa has accelerated in recent years and this growth is expected to pick up over the next 15 years, according to Bonnet.
“Donors, investors, governments and developers have been striving to improve living environments, but COVID-19 may sharpen minds around a more coordinated approach to developing sustainable, safe settlements.”
“In the same way as much of Africa leapfrogged telephony progress and went direct to smartphones, we now have an opportunity to develop new urban areas that are sustainable, environmentally friendly and resilient to disruption. This shock to the system could push us in the right direction to develop better integrated, smarter cities.”
Bonnett says Africa has much to learn from international best practice and pan-African forays into sustainable cities and infrastructure.
“This is the time to have the conversations and stimulate thinking around how we do this. Events like bauma CONEXPO Africa can play a key role in creating the linkages and getting processes going, so that the future-proof, sustainable African city is not just a theoretical concept.”
Suzette Scheepers, CEO of Messe Muenchen South Africa says new approaches, technologies and construction materials can underpin Africa’s efforts to reimagine urban development. “Despite the challenges brought about by the pandemic, development will continue, and new opportunities will emerge across the continent.”

How did you discover hacking? Back in middle school, some of my friends and I wanted to learn how to hack into computers and I was the first one to figure out how to do it.
Do you have a mentor or someone in the community who has inspired you?  I got into bug bounties after watching @Agarri_FR conference talk on about receiving large bounties and thought that was pretty amazing. I dove right in after watching that, reported a handful of dupes and N/A’s, finally submitted a valid bug (SQL Injection) and the rest is history.
What motivates you to hack and why do you hack for good through bug bounties?I like the challenge of hacking into companies as well as the reward. The experience I’ve gained as well as the money I have earned have been life-changing!
What makes a program an exciting target? Fresh new targets, large bounty tables, and a responsive security team.
How many programs do you focus on at once? Why? I usually focus on two or three programs at a time. If I focus on more than that, I will spread myself too thin and potentially miss out on bugs.
How do you prioritize which vulnerability types to go after based on the program? I like finding injection type bugs: SQLi, RCE, XXE, SSRF, etc. Those are the most fun to exploit and they also generally have larger payouts.
What do you wish every company knew before starting a bug bounty program? It’s beneficial when companies have some type of open communication channel with the hackers they are inviting to the program. This way it’s possible to clear up uncertainties or questions the hackers may have. It’s always better to start with a smaller group of hackers and then grow over time so as to not get overwhelmed.
How do you see the bug bounty space evolving over the next 5-10 years?  Continually growing. A lot of companies are seeing the benefit of having continuous security testing as opposed to just annual or semi-annual time-boxed tests. 
How do you see the future of collaboration on hacking platforms evolving?  Continually growing as well. I have seen first hand that collaboration leads to better bugs as well as quicker exploitation of bugs. The faster you can get the bug reported the less likely you are to get a dupe and the quicker you can move onto another bug.
What educational hacking resources do you wish existed that doesn’t exist today? None, the amount of resources available to teach people how to hack now makes it hard not to learn.
What advice would you give to the next generation of hackers? Do not focus on bounties initially; focus on finding and exploiting different bug classes whether it’s on a vulnerability disclosure program, bug bounty program, or a purposely vulnerable system. You need a foundation before you can start collecting money consistently.

Reality Check: From the EU Translator Dream Job to Practice Manager in Guadalajara
As an English and Spanish Philology graduate at the University of Bucharest, Andreea’s dream was to become a translator for the European Parliament.

“I always pictured myself outside of Romania and doing something challenging. I am doing that now, but 10 years ago, I was trying to find my way through English and Spanish literature, civilization, linguistics, semantics, morphology, translations and so on.”

In her second year of college, Spain’s Erasmus scholarship whet Andreea’s appetite for traveling. At the same time, an MA in American Studies with a focus on media, creative writing, communication, multiculturalism, and globalization gave her the idea to become a narrative designer for video games.
Andreea managed to join the gaming industry as a QA Tester, combining her interest in video games with a passion for writing.

Starting with her passion for foreign languages and traveling, along the way, Andreea had the idea to join the IT field. With great confidence in her skills, determination and courage, Andrea gave her all to every project she was part of and worked hard to develop new skills. And, she gained relevant management experience, responsible for ensuring that our teams efficiently implement Pentalog’s vision.

A Blue-Eyed Girl’s Mexican Experience
In early 2019, Andreea accepted a Project Director position and moved to Guadalajara, the location of a brand new agency. She started preparing for this position when Pentalog began the arrangements for launching a delivery center in Mexico.
At that time, Andreea was a Product Owner at Pentalog Bucharest. She was also involved in Product Owner and Scrum Master assessments and played an important mentor role – all while participating in the integration roadmap to better understand her job expectations.
Many colleagues pointed to Andreea as the right person to coordinate the team and projects in Guadalajara. They spoke highly of her management and leadership abilities, knowledge of Spanish and adventurous personality.
Did I mention Andreea’s capacity to make everything possible?
Any job transition is difficult because you have to change perspective. In this case, Andreea’s shift to her new role meant seeing Pentalog from an international perspective, while also moving more than 10,000 km away from home and experiencing a completely different culture.
One of the most challenging parts of her daily activities as a Practice Manager is motivating her team.

“I make sure people understand their purpose and the impact of their work. It’s important for them to know our objectives as a company, the goals for the product, and the project they are working on and how important their input is. We are all a team, and we will succeed as a team.”

A lot of French and Germans came and settled there – so people have lighter skin, blond hair and a slightly different accent.”

Life in Mexico has been a surprise – the country’s warm people have welcomed Andreea and are genuinely interested in learning more about her culture. Also, Mexico has so many wonderful locations, festivities, and tasty food.
Andreea enjoyed celebrating Dia de Muertos to better understand the concept of death in Mexican culture. Christmas with her friend’s family was another heart-warming experience. The butterfly sanctuary in Michoacan, the pyramids in Teotihuacan, and the cities and villages near Guadalajara (Tequila, Mazamitla, Chapala, Jocotepec) all have a special place in her heart.
I ask her, what’s next? More traveling, she says! And plenty of work as a Practice Manager!
Will she go back to a product experience or move toward a more product strategy-related position? Time will tell!  For the moment, she enjoys the ride and is happy to welcome new PentaGuys and PentaGirls to the fun side, aka Pentalog.

How do you change someone’s mind? This may appear to be a simple question, but it’s a very complicated one. What makes you change your mind?
How about this: even though you tried your best in life, you had a couple of bad thoughts that I find offensive, so I make sure you lose your job and that none of our mutual friends ever speak to you again?
I call you a hate-monger and I encourage others to do the same. I come on like a tooled-up Dalai Lama, a semi-deity of moral spotlessness, and you are cast out, for ever maligned by random egg-people on Twitter. The world at large ignores it all, because all that happens is that everyone’s existing world view is simply reinforced.
The term “cancel culture” originally surfaced as a hashtag, credited to black users of Twitter. It was used when celebrities such as Michael Jackson or Bill Cosby or Roseanne Barr were seen to fall from grace. At times it got linked to the #metoo movement, and so Louis CK was cancelled – for all of 10 months! Taylor Swift said in 2016 that she had been portrayed as a liar after saying Kanye West did not warn her about his lyrics. The hashtag #TaylorSwiftisCancelled soon trended.
As she said: “When you say someone is cancelled, it’s not a TV show. It’s a human being.”
When civilians, ordinary human beings, are cancelled, their lives are turned upside down. Jon Ronson has written perceptively about cancel culture’s sibling, public shaming. An ill-advised tweet may make someone unemployable, the consequences lingering for years.
I write this as someone who I know some would like cancelled because I continue to think biological sex exists – which in certain circles is heresy. It’s true I have this platform, and cancel culture can be a way for the powerless to bring down the powerful.
Lately, however, I see it as just another power tool of misogyny, and I cannot stand by and watch as more women are basically thrown onto the pyre while twitchy mobs ready the torches. JK Rowling imagined worlds that enchanted many, then dared to tell us some real stuff that happened to her. Actors with their eyes on the prize denounced her. Out went any imagination; in came the witch-finder general. Those who had encouraged the mob then had to backtrack when the man who abused her appeared on the front page of the Sun. They had, it seemed, wanted to burn her at the stake – but didn’t really like the smell of the flames.
Now we have Damian Barr making sure Emma Nicholson, who held an honorary position on the Booker Prize Committee, is booted off for her views on same sex marriage and some terrible tweets about trans people. Gay authors have won the prize, but Barr said she would have the ring off his finger. Really? Some of us are not fans of marriage full stop, but I digress.
This becomes yet another argument where to disagree with someone is said to erase them. This is not a dialogue. It is a showy monologue of purity, always bound to unravel. It is possible that Nicholson is a homophobe who has also done some good in the world: rescuing Romanian orphans; starting a charity in 1991 called AMAR in response to Saddam Hussein’s systematic persecution of Marsh Arabs; campaigning for many years for the Yazidis, who continue to suffer terribly. Can a person do good things and think wrong things ? How do we evolve if this cannot be acknowledged?
As it turns out, Barr himself wrote some nasty tweets about the attempted suicide of a trans woman. I don’t want him cancelled. I don’t want Nicholson cancelled. None of this is activism, which is daily work, often boring and inevitably involves compromise. This is just backslapping performance, and it disturbs me to see how its targets are now regularly women – such as Allison Bailey and her case against Stonewall.
David Willetts, who is also no great shakes on gay rights and is on the Booker committee, was not targeted by Barr. Why not?
Clicktivism, especially when it involves cancelling, is a psychological method of bonding offering status and a veneer of solidarity with no real cost. If you don’t take your target down, another woman doing wrongthink will soon pop up.
If cancelling doesn’t work, it is because the people targeted are being protected by something more evil than can ever be imagined (yes, I have read this about myself), rather than the mundane truth that people may think differently from each other. Difference is not hate. We contain multitudes, we make mistakes, we grow. “I got some bad ideas in my head,” said Travis Bickle. Well, don’t we all?
If identity politics is the new theatre of war, let’s stop the performance of a pre-formed, perfect set of beliefs and discuss how we engage each other politically. Cancelling is short-lived as a high. You are better off with poppers. It’s a zero-sum game. Because in the end we are all potentially cancellable – but you can’t cancel my right to think.

Online privacy experts sound alarm as US Senate bill sparks surveillance fears | Technology – Blog – 10 minute

A US Senate bill that critics say would enable widespread censorship and surveillance has taken a significant step towards becoming law, raising alarm among internet freedom advocates.
The Senate judiciary committee voted on Thursday to advance the Earn It Act, legislation that on paper is intended to address sexual exploitation. However, privacy experts say the act would give the Department of Justice unprecedented power over the internet and potentially threaten the privacy of messages sent online.
The “Eliminating Abuse and Rampant Neglect of Interactive Technology” (Earn It) Act was introduced in March by the South Carolina Republican Lindsey Graham, Democrat Richard Blumenthal of Connecticut, Republican Josh Hawley of Missouri, and Democrat Dianne Feinstein of California to address what lawmakers characterized as “the rapid increase of child sexual abuse material on prominent online platforms”.
“Technological advances have allowed the online exploitation of children to become much, much worse over recent years,” said Feinstein. “Companies must do more to combat this growing problem on their online platforms.”
The bill would weaken protections under Section 230, a measure that has historically shielded internet publishers from legal responsibility for the content shared on their sites. It would also allow individuals to sue tech companies that don’t take “proper steps” to prevent online child exploitation. Those steps would be determined by a 19-member panel of unelected officials, mostly law enforcement, who would impose a set of “best practices” that websites and online forums would have to follow, or risk getting shut down.
The Earn It Act is supported by anti-exploitation groups including the Tempemail Center for Missing & Exploited Children (NCMEC), Rights4Girls, and the Tempemail Center on Sexual Exploitation.
But privacy advocates are concerned its powers could overreach and pose a threat to encryption, a tool that obscures the content of messages so others – including tech companies and law enforcement – cannot read them.
If technology companies are to be held liable for content on their sites, the privacy advocates say, they could be required to scan all user messages, requiring a weakening of encryption practices.
“The Earn It Act could end user privacy as we know it,” said the Electronic Frontier Foundation. “Tech companies that provide private, encrypted messaging could have to rewrite their software to allow police special access to their users’ messages.”
Graham’s office did not return request for comment, but it previously said his “goal here is not to outlaw encryption … that will be a debate for another day”. However, Barr – who would be given a large amount of power under the new act – has been outspoken about his desire to force technology companies to allow law enforcement to bypass encryption.
The Earn It act is being compared to the Online Sex Trafficking Act (Fosta) and the Stop Enabling Sex Trafficking Act (Sesta), passed in 2017 to combat online sex trafficking by making websites criminally liable for users’ content. Sesta/Fosta had a chilling effect on internet platforms and put sex workers and members of the LGBTQ+ community in danger, critics said, by forcing them offline. As a result of the acts, Craigslist had to remove its Personals ads section; the website Backpage.com, a classifieds website with a large sex worker presence, was shut down; and social media platforms had to crack down on adult content. Critics argue the legislation broadly censored online speech and negatively affected people who engage in consensual sex work, ultimately helping sex traffickers by pushing the industry underground.
Similarly, the Earn It Act would “undermine the privacy of every single American and stifle our ability to communicate freely online”, the ACLU said in a letter urging senators to vote no on the bill.
Advocates fear the commission created by the Earn It act would recommend “best practices” required by tech companies that disproportionately censor content relating to LGBTQ+ matters, sex work, and the sex industry.
“Our online freedoms are now in serious jeopardy,” said Kate Ruane, ACLU senior legislative counsel, in response to the Senate judiciary committee’s vote.
In recent days, the judiciary committee has tried to sidestep growing opposition to the bill by introducing amendments that are intended to address the concerns but “utterly fail to do so”, said Evan Greer of internet freedoms group Fight for the Future.
“A sneaky bill just got even sneakier,” she said. “If they move ahead with this deeply flawed bill, they’ll be ignoring the voices of experts and the public.”
The bill will now head for a vote on the Senate floor, where it could potentially see a vote in the next few weeks before the chamber’s session ends, on 17 July.

Police Arrested Hundreds of Criminals After Hacking Into Encrypted Chat Network – Tempemail – Blog – 10 minute

In a joint operation, European and British law enforcement agencies recently arrested hundreds of alleged drug dealers and other criminals after infiltrating into a global network of an encrypted chatting app that was used to plot drug deals, money laundering, extortions, and even murders.
Dubbed EncroChat, the top-secret encrypted communication app comes pre-installed on a customized Android-based handset with GPS, camera, and microphone functionality removed for anonymity and security.
EncroChat phones aim to securely exchange data and messages with pre-loaded apps for secure instant messaging, VOIP calling, self destruct messages, and includes a ‘kill code’ functionality to let users remotely wipe complete data in times of trouble.

The handset and its services, which cost around £1,500 for a six-month subscription, had 60,000 users worldwide and approximately 10,000 users in the United Kingdom.
“EncroChat phones were presented to customers as guaranteeing perfect anonymity (no device or SIM card association on the customer’s account, acquisition under conditions guaranteeing the absence of traceability) and perfect discretion both of the encrypted interface (dual operating system, the encrypted interface being hidden so as not to be detectable) and the terminal itself (removal of the camera, microphone, GPS and USB port),” Europol said.

However, the encrypted communication network was not so secure, as French and Dutch police successfully hacked into the network and analyzed millions of messages and hundreds of thousands of images in real-time, “over the shoulder of the unsuspecting senders.”
International law enforcement authorities successfully dismantled Encrochat and disrupted one of the key communication networks used by some of the most severe offenders.
The Tempemail Crime Agency, Europol and Metropolitan Police on Thursday announced that they shut down the EncroChat servers and arrested 746 suspects, including two law enforcement officers, which resulted in the seizure of:

over £54 million in illegal cash,
77 firearms, including an AK47 assault rifle, submachine guns, handguns, four grenades, and over 1,800 rounds of ammunition
More than two tonnes of Class A and B drugs
Over 28 million Etizolam pills (street Valium) from an illicit laboratory
55 high-value cars, and 73 luxury watches

The NCA also worked closely with policing partners to successfully mitigate more than 200 threats to life by preventing rival gangs from carrying out kidnappings and executions on Britain’s streets.
“In early 2020, EncroChat was one of the largest encrypted digital communication providers with a very high share of users presumably engaged in criminal activity. User hotspots were particularly present in source and destination countries for cocaine and cannabis trade, as well as in money laundering centers,” Europol said.

Law enforcement agencies claimed to have cracked the encryption code of EncroChat in March this year and began penetrating data from April 1. On June 13, EncroChat realized the platform had been penetrated and sent a message to users urging them to throw away their devices as its servers had been compromised by law enforcement.

“A large number of suspects have also been arrested in several countries which were not participating in the JIT (joint investigation team) but particularly affected by the illegal use of these phones by individuals active in organized crime, including in the UK, Sweden, and Norway,” Europol said.
“The effects of the operation will continue to echo in criminal circles for many years to come, as the information has been provided to hundreds of ongoing investigations and, at the same time, is triggering a very large number of new criminal investigations of organised crime across the European continent and beyond.”
