Controversial plans to share de-identified My Health Record data by default for research and public health purposes have been quietly pushed back, with basic arrangements necessary for the release of data not yet in place.
iTnews can reveal the Department of Health has delayed the release of the first de-identified datasets sourced from the federal government’s $2 billion digital health record system until next year.
Under the secondary data use framework, de-identified data sourced from the My Health Record was to be automatically shared for public health and research purposes from 2020, unless individuals opted out through the My Health Record access controls.
The framework stipulates that de-identified data can be released for a variety of purposes, including the development or improvement of health services, the development of new or improved health care products or services and the development of government health policy.
Legislation passed in 2018 to add new safeguards to My Health Record explicitly rules out the release of de-identified data from the digital health record to any insurers.
A spokesperson told iTnews that despite the secondary data use framework stipulating that data would be released this year, the department was now “not anticipating any data will be released under the framework before 2021”.
The delay appears to be down to problems establishing the critical governance and privacy principles that the secondary data use framework deems necessary for the release of data to occur.
“All critical governance, security, privacy and technical arrangements will need to be in place before data will be released under the framework,” the spokesperson said almost two years after the framework was originally released.
This includes the Data Governance Board, a critical feature of the secondary data use framework tasked with assessing applications for access to de-identified My Health Record data and deciding on what data should be released by assessing risks.
The board will comprise of members from the Australian Digital Health Agency (ADHA) and the Australian Institute of Health and Welfare (AIHW), as well as a range of independent experts across the fields of epidemiology, research, service delivery, data science and privacy.
“Neither the Data Governance Board, nor the process to apply to use My Health Record system data, have been established,” the spokesperson said, adding that no applications for secondary data use had yet been submitted.
The implementation plan for the release of data, as well as the development of the “rule that will impose requirements on persons handling My Health Record information for research and public health purposes”, is also yet to be introduced, according to the department.
Technical infrastructure require to support the data custodian and board receive and assess request for access to My Health Record data, including the public register for publishing outcomes, is similarly yet to be developed.
“The Department of Health is currently working with the ADHA and the AIHW (as Data Custodian) to develop advice for government to establish preparedness for future data sharing,” the spokesperson said, with data assessment activities currently underway.
Less than 64,000 records primed to not supply de-identified data
Under the secondary data use framework, the department has settled on an opt-out approach for the release of de-identified health data from My Health Record for research and public health purposes.
The approach requires that an individual login into their digital health record and manually select the ‘do not participate button’ in the section dedicated to the secondary use of data .
But iTnews also reveal only 63,504 – or 0.28 percent – of Australians with a My Health Record have opted not to share de-identified data, suggesting most individuals are in the dark about the controls.
“As at 2 February 2020, the proportion of active records that have set a preference not to participate in secondary usage of data is 0.28 percent,” the spokesperson said.
This is not surprising given less than 10 percent of Australians with a My Health Record have ever logged in, according to the most recent figures provided by the Australian Digital Health Agency.
“Since July 2012, the total number of records access by a consumer is 2.07 million,” the ADHA said in answers to question on notice from senate estimates last year.
There are currently 22.68 million My Health Records, just over half of which (13 million) have data in them.
More than 2.5 million Australians eligible for a My Health Record decided against having a digital record created for them during the six-month opt-out period between July 2018 and January 2019.

Jeff Bezos buys lavish Beverly Hills estate for record $165m – report | Technology – Blog – 10 minute

Jeff Bezos has set a new property price record in Los Angeles with the purchase of a $165m Beverly Hills estate, the Wall Street Journal reported.
The Amazon founder’s purchase of the home from the media mogul David Geffen is the largest amount paid for a single-family Los Angeles-area home. The nine-acre estate originally belonged to Jack Warner, the late former president of Warner Bros Studios. Warner built up the estate’s 13,600-sq-ft Georgian-style mansion in the 1930s, reportedly with the wood floor that Napoleon was standing on when he proposed to Josephine.
Architectural Digest described the estate as “the archetypal studio mogul’s estate”, with its “expansive terraces and gardens, two guesthouses, nursery and three hothouses, tennis court, swimming pool, nine-hole golf course and motor court complete with its own service garage and gas pumps”.
Ann Warner, Jack Warner’s widow, reportedly declined a $25m offer for the estate after he died in 1978, saying she would live there until she died. In 1990, Geffen went on to break national records when he purchased the estate for $47.5m and auctioned off about $11m of the mansion’s furnishings, which he thought too musty and museum-like, according to the Los Angeles Times. He kept the imported wood floor.

Bezos, who has a $131bn net worth, had been house-hunting in the Beverly Hills and Bel Air area with his girlfriend, Lauren Sanchez, the New York Post reports. One of the other properties they visited was Chartwell, a Bel-Air estate used as the Clampett residence in the television show The Beverly Hillbillies. That home previously set the record when it was purchased by Lachlan Murdoch, son of Rupert Murdoch, for $150m last year.
The real estate deal comes amid concerns from the Democratic presidential hopefuls Bernie Sanders and Elizabeth Warren – along with more than a dozen senators – for Amazon worker safety and health. In a letter to Bezos, the senators wrote: “Amazon’s dismal safety record indicates a greater concern for profit than for your own workers.”

Steam breaks its highest player count record – Blog – 10 minute

What just happened? Steam might be facing pressure from other digital stores, particularly Epic’s, but Valve’s platform is still setting records. Yesterday, it broke its concurrent user record when 18.8 million people were online at the same time.
According to Steam DB, there were 18,801,944 players on Sunday, February 2 at around 14:20 GMT. That beats the previous record of 18,537,490, set on January 14, 2018.

Somewhat unusually, while there was a record number of concurrent users, the number of in-game players was significantly fewer than two years ago. There were 5.8 million people playing games yesterday, compared to 7 million two years ago. Back then, Playerunknown’s Battlegrounds was helping to boost Steam’s numbers.
There’s no explanation for why Steam just broke its record, though the time it happened lines up with the peak playtimes for all of the platform’s top games. Right now, the most popular titles on Steam are Counter-Strike: Global Offensive, Dota 2, Playerunknown’s Battlegrounds, Grand Theft Auto V, and Monster Hunter: World.

Despite the challenge from the Epic Games Store, Steam has been going from strength to strength recently. Additionally, Google is working on bringing Steam to Chromebooks, EA has allowed its games on the store for the first time since 2011, and the platform has attracted so many players in China that simplified Chinese is once again its most popular language.

AMD reports record quarterly and yearly revenue, Navi refresh and next-gen RDNA coming in 2020 – Blog – 10 minute

In a nutshell: AMD has announced its Q4 2019 and full year 2019 earnings results, and it’s mostly good news. The firm broke quarterly and yearly revenue records, but its stock fell around 4 percent on the back of a softer outlook for Q1 2020. CEO Dr. Lisa Su also revealed that the Navi Refresh and RDNA 2 would both arrive this year.
AMD brought in a record $2.13 billion of revenue in the fourth quarter, marking a 50 percent increase compared to Q3 2019. It was also a record-breaking year for the company, with $6.73 billion of revenue generated—a 4 percent jump compared to a year earlier.
“2019 marked a significant milestone in our multi-year journey as we successfully launched and ramped the strongest product portfolio in our 50-year history,” said Su.

In the company’s Computing and Graphics arm, Ryzen and Radeon products helped revenue jump 69 percent YoY to $4.7 billion. Quarterly revenue was also up, by 30 percent to $1.66 billion. Su said that AMD’s 7nm products and Ryzen Mobile processors droves sales, with the company recording its highest CPU sales in six years. Radeon RX 5000 sales, meanwhile, helped graphic unit shipments grow by a “double-digit” percentage YoY.
It wasn’t all good news. The company’s Enterprise, Embedded and Semi-Custom (EESC) segment brought in less revenue than analysts expected. While it did see increased sales of EPYC processors, there were “lower semi-custom sales” as fewer consumers bought consoles in anticipation for the next-gen machines’ arrival later this year. The $465 million of revenue brought in by the EESC arm during Q4 was down 11 percent QoQ, while the $2 billion it generated across 2019 was down 14 percent from a year earlier.
Additionally, the Q1 2020 outlook of $1.8 billion, while up 48 percent YoY, was softer than expected, contributing to the drop in the share price.

Su also confirmed that AMD will introduce the 7nm Navi refresh and its next-gen RDNA architecture this year. “In 2019 we launched our new architecture in GPUs, it’s the RDNA architecture, and that was [in] the Navi-based products. You should expect those will be refreshed in 2020 and we’ll have our new next-generation RDNA architecture that will be part of our 2020 lineup,” said the CEO.

Apple reports record profits amid concerns over economic impact of coronavirus | Technology – Blog – 10 minute

Sales of the iPhone 11 propelled Apple to all-time record revenues and profits for the final three months of 2019, a strong performance that comes amid concerns over the impact of the coronavirus on the Chinese economy.
Apple’s $91.8bn in quarterly revenue topped analyst expectations thanks to $56bn in iPhone sales. The strong performance marks a rebound for the company, which suffered a rare setback in holiday sales one year ago.
On a call with investors, the chief executive, Tim Cook, faced questions over Apple’s reliance on China, as that country is rocked by the outbreak of the coronavirus. China is both a market for Apple products and a critical part of its supply chain.
“We’re closely following the development of the coronavirus,” Cook said. Apple said it had set a wider than normal guidance range for the next quarter, of $63bn to $67bn, due to what Cook deemed “greater uncertainty” related to the outbreak.
The company has also restricted employee travel to “business critical”, closed one retail store in China, and restricted hours in other stores in order to institute additional precautions, such as deep cleaning and temperature checks for staff.
Cook said that Apple is working on mitigation plans to make up for some suppliers that are based in the Wuhan area, where the outbreak is centered. It will also have to deal with delays in production from suppliers in the rest of China, which will return from the Lunar New Year holiday later than expected due to the outbreak.
Tuesday’s results cover Apple’s first full quarter of iPhone 11 sales, as well as the key holiday shopping season.
Apple has worked over the past year to diversify its revenues and avoid overreliance on the iPhone, but the device remains the foundation of the company’s business, accounting for 60% of revenues.
Earnings per share of $4.99 and net income of $22.3bn also marked all-time records for the company. The stock price jumped 3% in after-hours trading in response to the strong showing.
Among the sectors that Apple is hoping to expand is subscription services. The company’s new streaming service, which it hopes will rival Netflix and Amazon Prime, launched in November. Cook said the service was “off to a rousing start” on a conference call with investors, but did not disclose any specific subscription numbers for the nascent product. Instead, he highlighted award nominations garnered by actors on some of the channel’s shows.
The company recorded 17% growth in revenue from services, to $12.7bn, slightly below analyst expectations.
“This miss could be attributed to the competition from Disney+, which launched at roughly the same time,” said the eMarketer principal analyst Yoram Wurmser.
Wearables have also been an important driver of sales for the company. Toni Sacconaghi of Bernstein Research estimates that Apple sold $6bn worth of the wireless earbuds AirPods in 2019, and projected that number to double in 2020.
Revenues for wearables, home and accessories products grew 37%, to $10bn.
“This product category is now the size of a Fortune 150 company,” Cook said.

Apple’s stock price had an extraordinary year, more than doubling since this time in 2019. That is despite its complicated relationship with the Chinese market in recent years. An economic slowdown dampened demand – forcing the company to issue a profits warning in January 2019 that shocked investors and sent its stock price tumbling. The company has also had to navigate the trade dispute between the US and China, and its reputation suffered in October 2019 when it removed a mapping app that was used by protesters in Hong Kong.

Department for Education drops grime record to showcase the power of apprenticeships- Tempemail – Blog – 10 minute

To show it’s down with the kids, the Department for Education (DfE) has linked up with SB.TV and grime artist P Money to release an exclusive track – ‘The Calling’ – that enlists the help of seven apprentices.
The campaign is set up to extend the reach of DfE’s wider ‘Fire It Up’ apprenticeship campaign, designed to promote apprenticeships among young people, parents and employees.
The project is part of a partnership with Jamal Edwards MBE, the founder of SB.TV. Now going into its 13th year, SB.TV is a YouTube channel that undercut the music industry, and emboldened a generation of black British artists.
To showcase apprentice talent, the track and music video was supported by seven apprentices, covering drone engineering, sound and video production, lighting and hair and makeup.
Considering the nature of the project, in the track, P Money spits bars inspired by his own experience of starting out in his career, reflecting the spark, energy and determination of apprentices. The song can be streamed on Spotify, and the music video has been uploaded on SB.TV’s YouTube channel.

Alongside the music video, there are three ‘making of’ videos that show the apprentices in action.
One video features Clara Kheradmandi, a 21-year old broadcast operator apprentice at the BBC. The second ‘making of’ video shows the seven apprentices working together to promote the track. It included 19-year-old Shola West, a digital marketing apprentice at Whitehat and 24-year-old Tafadzwa Muchenje, a social media apprentice at Channel 4. A 21-year-old associate network apprentice at BT called Nathan Dickson built and configured the drone to drop a preview of the track at a launch party at Wilberforce College in Hull.
The third episode shows the making of the music video and features 21-year old production assistant apprentice Lilly Hudson, 18-year old electrical apprentice Katie Harvey and 18-year old hair professional apprentice, Kacy Ruff.
Discussing the launch of the campaign, Gemmaine Walsh, director of communications group, DfE said: “Jamal’s success building SBTV into one of the UK’s most well-known music brands shows what can be achieved when you follow your passion and choose a path different from the norm. His authenticity will resonate with both young people and business owners in helping us engage with some of the people that we really want to talk to.
“This partnership will prove invaluable as we aim to show the breadth of opportunities apprenticeships can offer to everyone in the UK.”

The social media rampage came as Trump traveled back to the US from Davos in Switzerland, and as the US Senate was weighing his impeachment for abuse of power and obstruction of Congress.
Trump has been an avid Twitter user throughout his presidency, infamously tweeting out typos like “covfefe”, sharing a quote from dictator Benito Mussolini that had been attributed to Trump himself, and reportedly firing former secretary of state Rex Tillerson by tweet.

Most of Trump’s retweets on Wednesday included arguments in his defense in the ongoing impeachment trial. One retweet of the House Republicans stated that House Democrats working to impeach Trump “don’t have the evidence” and “don’t have the facts”. Others touted his successes as president. One from congressman Ron Wright stated that Trump had added 145,000 new jobs in December and 2.1m jobs in 2019.

Despite breaking his own record on Wednesday, Trump did not tweet as frequently as he has in the past. His record for most tweets per hour was set from 7-8 am EST on 12 December 2019 at 58 tweets – or one tweet every 62 seconds. The Davos Twitter storm seen today represented just one tweet per 88 seconds, according to Factbase.

India attracted record US$ 9.3 billion Tech investments in 2019: Report – Tempemail – Blog – 10 minute

India attracted Tech investments worth US$ 9.36 billion last year, a 95 percent increase compared with the previous year, according to the data compiled by a global database company. The data collated by Dealroom.co and revealed here this week show that the Indian tech investment figures coincided with record investment numbers registered by the UK in 2019, at US$ 13.2 billion, behind the US (US$ 116 billion) and China (US$ 33.5 billion).
Both India and the UK witnessed a record year in terms of investments into their respective technology sectors in 2019.
India attracted tech investments worth US$ 9.36 billion last year, which marks a 95 per cent hike on the previous year, it said. “The positive tech investment figures for India and the UK demonstrate that we are both top destinations for global investors,” said Hemin Bharucha, Chief India Representative for London & Partners – the Mayor of London’s official promotional agency.
“Cities such as London, Mumbai and Bengaluru are increasingly creating game changing companies to compete on the global stage and we see lots of opportunities to collaborate with India, especially in areas such as smart cities and fintech. It’s also great to see that investment from Asia into the UK increased significantly in 2019, offering further proof of the strength of London and the UK’s tech growth,” he said.
According to the research prepared for London & Partners and Tech Nation by Dealroom.co, London maintains a strong tech lead with the UK capital’s tech companies attracting US$ 9.7 billion in funding last year – more than any other European city. Major funding rounds for London companies in 2019 included US$ 440 million in funding for London-headquartered fintech company OakNorth, headed by Indian-origin entrepreneur Rishi Khosla. “London’s tech sector is a global success story and one that I continue to champion, particularly as it reflects our city’s diversity and entrepreneurial spirit,” said London Mayor Sadiq Khan.
“Our city is the undisputed tech capital of Europe and the record US$ 9.7 billion of investment in this sector clearly shows London open to talent and investment from all over the world. London’s successful digital economy is not only an important source of jobs for Londoners but is also bringing prosperity and growth to the rest of the UK,” he said.
Despite the Brexit vote and the UK’s scheduled departure from the European Union (EU) at the end of January, investment from Asia into the UK was higher than any other European country, with the likes of Germany and France lagging behind, the research reveals. The city of London also remains the top place in Europe for creating high growth tech businesses, with the research highlighting that the UK capital has created 46 unicorn companies.

Tesco’s outgoing chief executive has praised the performance of its festive ad campaign, which helped the retailer deliver its fifth consecutive year of sales growth at Christmas.

Most of its advertising budget for the period had been allocated to media, versus blockbuster creative, which saw the campaign run across TV, OOH, press, radio, digital, social, and in-store with an equally heavy spend on PR. Its advertising agency also created a bespoke AR Lens with Snapchat, as well as a Facebook arcade game, which allowed customers to go behind the wheel of Tesco delivery vans.
Lewis claimed this ad blitz saw a rise in key measures around perception of quality and value were, as well as improved reports of ease of shop, colleague helpfulness and availability of products in-store.
“I’ve never seen the business running as well as it did at Christmas,” said Lewis, who will exit the company this year.

Digital games and interactive media pulled in a record $120.1 billion in 2019 – Blog – 10 minute

Year in Revew: Another year has passed us by, and with it comes the usual array of end-of-year market research reports. One such report we always look forward to is SuperData’s Digital Games and Interactive Media “Year In Review” analysis, and its 2019 iteration has just hit the web.
We’ll start things off with some overall revenue numbers. Mobile games generated $64.4 billion in 2019, and PC games pulled in $29.6 billion. Consoled trailed behind with $15.4 billion in earnings, and other forms of interactive media, such as streaming (the likes of Twitch and Mixer, not Netflix) platforms, boasted a respectable $6.5 billion. Virtual, mixed, and augmented reality revenue was roughly the same at $6.3 billion.
All in all, that adds up to a “Record” $120.1 billion for the year of 2019, which is about $5 billion higher than 2018’s end-of-year total, which sat at roughly $115 billion. Most of the categories mentioned above have grown since 2018, thus contributing to the new total, but digital PC game revenue, in particular, has fallen from $35.7 billion.
It’s not entirely clear why that happened (that’s a $6 billion difference, which isn’t chump change). The lack of “mega hits” throughout the year could have contributed somewhat — 2018 saw the launch of numerous blockbuster hits, including Red Dead Redemption 2 and Monster Hunter: World, whereas 2019’s offerings were decidedly less exciting to the mainstream (for the most part).

Free-to-play games continued to dominate the gaming landscape in 2019, of course — the $64.4 billion number mentioned before for mobile game revenue came almost entirely from free-to-play title earnings. Free-to-play PC game revenue represented $21.1 billion of the $29.6 billion total listed above.
Free-to-play console games were much less popular, drawing in a mere $1.6 billion in 2019. That number fell from $2.1 billion in 2018, and SuperData expects it to drop even further to $1 billion this year. Some of the top free-to-play titles out there are Fortnite, with $1.8 billion in 2019 global revenue, Dungeon Fighter online with $1.6 billion in earnings, and even Pokemon Go, which earned developer Niantic a respectable $1.4 billion.
Premium game revenue as a whole dropped in 2019, but again, that’s to be expected given the lack of massive, mainstream releases last year.

The VR market grew ever so slightly in 2019 — 5.7 million headsets were shipped across PC, console, and mobile devices, compared to 2018’s 5.6 shipments. It wasn’t linear growth across the board, though. PC VR headset shipments actually dropped by eight percent, and mobile headsets fell by a shocking 54 percent.
Standalone VR headsets drove most of the 2019 growth at 2.8 million shipments (up from 1.2 million in 2018). If it weren’t for that growth, the VR market as a whole would have taken a serious hit.

SuperData expects digital games and interactive media revenue to grow to $124.8 billion in 2020. The organization says this growth will be achieved on the back of major releases like Cyberpunk 2077 and The Last of Us Part II (releasing in Q1 2020), as well as the launch of Microsoft and Sony’s next-gen consoles; the PlayStation 5 and Xbox Series X.
