Telstra gets two more years to upgrade or sell its residential fibre networks – Telco/ISP- Tempemail – Blog – 10 minute

Users in Telstra fibre areas face up to two more years with limited retail choices and service quality issues after the government decided Telstra could stay exempt from rules that would otherwise force it to make its fibre areas wholesale only and open access.
The move represents a reprieve for Telstra, one that was largely opposed by NBN Co and also – it seems – by the government, which rebuked Telstra over its inaction.
Telstra either needs to upgrade its fibre networks – branded ‘Velocity’ estates and the South Brisbane exchange area – or sell them, most likely to NBN Co.
It was meant to have done so by July this year, but applied to the government in April for more time, adding that it would “be the last time we seek an extension.” [pdf]
The government will make sure of that, confirming that once the new extension expires in July 2022, there will be no more time. 
“In deciding to extend the exemption, the [Communications] Minister noted weak competition on Telstra’s Velocity networks,” new exemption documents state.
“The decision to grant the exemption reflects that Telstra’s continued operation of Velocity networks is required to prevent service disruption to end-users in these areas. 
“The Minister acknowledged the frustrations about service quality apparent in public submissions received, but noted that maintaining services to end-users was of utmost importance.”
The government was worried that Telstra would simply switch off its fibre networks if they couldn’t be upgraded or sold, “which would represent a poor outcome for end users.”
Telstra had sought an extension out to July 2023, but the government gave it two years instead, and now requires six-monthly checkups on status.
“The limited duration of the exemption is intended to provide Telstra with a final window of opportunity to either become compliant … or sell the network to an operator who can comply,” the government said.
“In this context, the Minister took into account advice from Telstra that it intends to make no more extension requests.”
Telstra’s reprieve is more generous than NBN Co had believed fair. 
NBN Co took a decidedly dim view of the need to give Telstra more time to sort out its residential fibre assets.
“While there were valid reasons for the exemptions to be granted in 2012, it is important that the exemptions expire within a reasonable timeframe,” NBN Co had said. [pdf]
NBN Co noted Telstra had already been granted extensions in 2013, 2015 and 2018.
It argued a further exemption “is to the detriment of end users connected to those networks who are not currently receiving the benefit of greater retail competition afforded by … government policy.”
“It has been clear government policy since 2011, and from when the exemptions were first granted in 2012, that Telstra would have to sell the networks or otherwise comply with the regulatory framework,” NBN Co argued. 
“An additional extension of three years should not be required given the 10 years that has already been had to prepare for this event.”
NBN Co had supported only an extension of up to 12 months.
Telstra said its South Brisbane fibre network was only ever designed as a public switched telephone network (PSTN) replacement, and would require significant upgrades to be able to support NBN-equivalent services.
Its Velocity estates are designed for internet and phone services. Fibre was deployed when the areas were newly-built.
Telstra disputed that there is “weak” competition in Velocity estates, stating in its own submission that “there are a number of active RSPs offering services in the Velocity estates other than Telstra.”

Monash Uni infosec staff find gaping security hole in Palo Alto Networks gear – Security- Tempemail – Blog – 10 minute

Palo Alto Networks has issued patches for a critical authentication bypass in several of its enterprise security products that was reported to the security vendor by two Monash University infosec staff.
The flaw, discovered by cybersecurity systems analyst Salman Khan and systems engineer Cameron Duck at Monash University, rates 10 out of 10 on the Common Vulnerabilities Scoring System (CVSS) version 3, and is easy to exploit with no user interaction required.
“When Security Assertion Markup Language (SAML) authentication is enabled and the ‘Validate Identity Provider Certificate’ option is disabled (unchecked), improper verification of signatures in PAN-OS SAML authentication enables an unauthenticated network-based attacker to access protected resources,” the security vendor wrote in its advisory.
Multiple versions of the Palo Alto’s PAN-OS running on the company’s firewall, gateway, virtual private networking and access products are affected by the flaw.
Upgrading to PAN-OS versions 8.1.15, 9.0.9 and 9.1.3 fixes the authentication bypass vulnerability.
The United States government cyber command advised users to patch all their Palo Alto Networks devices immediately, warning that overseas nation-state sponsored hackers would likely try to exploit the vulnerability.

If it’s not possible to immediately patch against the vulnerability, Palo Alto Networks said configuring the SAML authentication with a Certificate Authority (CA) Identity Provider Certificate, along with enabling validation of the credential, can be used as a complete mitigation for the vulnerability.
If SAML is not used for authentication, the bypass bug can’t be exploited, Palo Alto Networks said.
For now, the security vendor is not aware of any attempts at exploiting the vulnerability.
Attempts at exploiting the vulnerability can be logged by systems, but Palo Alto Networks said it can be difficult to distinguish between valid and malicious logins or sessions.
Unusual user names or source internet protocol addresses found in system logs are indicators of compromise, Palo Alto Networks warned.

Singapore telcos pick Nokia, Ericsson over Huawei for main 5G networks – Telco/ISP- Tempemail – Blog – 10 minute

Singapore’s biggest wireless network operators have selected Nokia and Ericsson over Huawei to build the main 5G networks in the city-state.
The selection comes amid tension between Singapore’s biggest trading partners, the United States and China, with the US encouraging allies to exclude China’s Huawei from their networks on security grounds.
Singapore has allowed telcos to choose their network vendors provided they meet various requirements, including security.
A joint venture between M1 and StarHub awarded one of the city-state’s 5G licences said it had selected Nokia to build its radio access network and that the Finnish company was its preferred supplier for the core and mmWave networks.
The venture said it was also exploring other network parts with Huawei and China’s ZTE.
In a separate statement, 5G licensee Singapore Telecommunications said it had selected Sweden’s Ericsson to negotiate the provision of ran, core and mmWave networks.
Singapore “did not exclude any vendor” and had spelled out its expectations for 5G networks, with an emphasis on security, resilience and performance, S. Iswaran, minister for communications and information, said on Wednesday.
The telecoms regulator said it gave telcos the final 5G licences after they completed required processes, including the selection of preferred frequency spectrum lots and vendor partners.
Australia’s TPG Telecom, which is able to build a localised 5G network in Singapore, will use Huawei, Iswaran said.
Huawei did not immediately respond to a Reuters’ request for comment.
Unlike the upgrades of cellular standards such as 2G in the early 1990s, 3G around the millennium and 4G in 2010, the 5G standard will deliver not just faster telephone and computer data services but also help connect vehicles, machines, cargo and farming equipment.
The city-state has said it is on track for nationwide 5G standalone deployment by 2025.

US Congress seeks answers on Juniper Networks breach amid encryption fight – Networking – Security- Tempemail – Blog – 10 minute

A group of US lawmakers preparing to fight a legislative attack on encrypted communications is trying to establish what happened when encryption was subverted at a Silicon Valley maker of networking gear.
Democrat Ron Wyden, who sits on the Senate Intelligence Committee, said the 2015 incident at Sunnyvale-based Juniper Networks could shed light on the risks of compromised encryption before an expected hearing on the proposed legislation.
The EARN IT Act could penalise companies that offer security that law enforcement can’t easily penetrate.
“Attorney General (William) Barr is demanding that companies like Facebook weaken their encryption to allow the Department of Justice to monitor users’ conversations,” Wyden told Reuters.
“Congress and the American people must understand the serious national security risks associated with weakening the encryption that protects Americans’ personal data, as well as government and corporate systems.”
In a letter to Juniper CEO Rami Rahim sent late Tuesday, Wyden, Republican Senator Mike Lee of the Judiciary Committee, and the chairmen of the House Judiciary and Homeland Security committees asked what had happened to an investigation Juniper announced after it found “unauthorised code” inside its widely used NetScreen security software in 2015.
Soon after, reseachers discovered the code in question had changed one part of a security mechanism secretly designed by the Tempemail Security Agency (NSA) and widely believed to contain a backdoor for spying, known as Dual Elliptic Curve.
Juniper included the NSA technology before its exposure in the wake of Edward Snowden’s leaks about the agency’s method.
Some time later, insiders or outside hackers switched the key to the backdoor, giving access to user traffic.
The FBI launched an investigation that was never publicly resolved.
Juniper did not respond to a request for comment on the letter or the status of its investigation.
Many questions remain, including why the company adopted the technology, what US spies were able to glean through it, and how many US government and commercial customers were monitored in the second round of espionage.
“Juniper’s experiences can provide a valuable case study about the dangers of back doors, as well as the apparent ease with which government back doors can be covertly subverted by a sophisticated actor,” the elected officials wrote to Juniper.

Networks Unlimited Africa Continues to Nurture IT Skills On-premise | Tempemail – Blog – 10 minute

Networks Unlimited Africa has a long history of supporting skills development for young people in the ICT arena. Having taken on board two technical interns in April 2018, Charles Rebele and David Monkwe, both young men are now furthering their careers with the company and going from strength to strength.
CEO Anton Jacobsz notes, “We feel very strongly about creating sustainable skills development initiatives at Networks Unlimited Africa and have run internship programmes for a number of years now. We are tremendously aware of the shortage of skills in the IT arena, both globally and here at home.”
“Locally, the release in September last year of South Africa’s annual ICT skills survey revealed an ongoing chronic shortage of all types of digital skills in the local technology sector. As a company, we are therefore determined to continue playing our part in upskilling and empowering young people in the IT arena, by offering them the training and on-the-job experience they need in order to create a career for themselves.”
The ICT skills survey has been produced annually for the past 10 years by the Joburg Centre for Software Engineering (JCSE) and the Institute of Information Technology Professionals South Africa (IITPSA).

Jacobsz says that at the end of 12 months of practical training, both Rebele and Monkwe were appointed as trainee engineers looking after the Altaro and Cofense product solutions, and that they are now A+ and N+ certified, as well as being able to work as administrators on Microsoft Office 365.
“It is critically important to support employees in-house through internships, mentoring and online learning opportunities in all spheres of industry, and as an IT company, we will continue to play our part in contributing to the upskilling of ICT skills by nurturing and supporting our own interns.”

The New Normal: Managing Networks from Home with Uplogix | Tempemail – Blog – 10 minute

As the COVID-19 lockdown continues into the foreseeable future, IT managers still need to maintain their ‘normal day job’ tasks of running networks – in addition to managing employees who currently need to make significantly increased use of online meeting platforms and remote working arrangements. 
According to Uplogix, which provides integrated remote management solutions, many companies still have mission-critical internal systems that need to be accessible to home-based workers over VPN connections – even though some applications have moved to the cloud and are available through a website from a browser. 
Risna Steenkamp, ESM Business Unit Manager at value-added distributor Networks Unlimited Africa, which distributes Uplogix throughout sub-Saharan Africa, clarifies, “During this current working period, it’s important to develop a digital workplace strategy that includes security controls, bring-your-own-device (BYOD) programmes, and network support. Out-of-band management allows remote IT staff to manage remote networks as if they were onsite. Further, an innovative out-of-band management solution brings with it advantages such as reliability, security features like monitoring and alerting, as well as quick reactions in the event of a network breach.”
Out-of-band management provides a secondary channel of communication to access and control the infrastructure assets of the production network. Uplogix is securely connected to managed physical or virtual devices and the cloud, continuously monitoring, taking automated actions and providing remote access. 

Steenkamp says Uplogix provides network managers who are currently home-based with secure remote access, along with tools to solve issues as if they were actually in front of the gear with a crash cart. “Using out-of-band, a remote admin can use the connections to the network infrastructure to continuously monitor the gear over the console port – not the network.
“With the relatively sudden move to remote working – for those employees whose jobs would support this – there is no doubt that some organisations would have had to move quickly into remote solutions that were not quite ideal at the beginning of the lockdown. At the same time, an Uplogix customer would have been in an excellent position to rapidly and effectively adapt to remote management of their network infrastructure, which is also secure.
“As South Africa wrestles with the unfolding of the lockdown situation, it is relatively certain that more employees will be allowed to continue working remotely even when more businesses are allowed to re-open their premises.
