Facebook and Sony are skipping the Game Developers Conference due to coronavirus concerns – Blog – 10 minute

What just happened? The coronavirus continues to disrupt the best-laid plans of conference organizers worldwide. After prompting coordinators to call off the smartphone industry’s largest trade show last week, the global health hazard is now rattling other tech sectors.
Both Facebook and Sony have confirmed that they won’t be attending the Game Developers Conference due to concerns surrounding the coronavirus.
Facebook said it will not have a physical footprint at the show and advised all employees to refrain from travel during the show. The company said it will replace in-person sessions scheduled for GDC with videos and announcements posted on the Facebook Gaming developer website.
Sony Interactive Entertainment echoed similar sentiments. In a statement issued to GamesIndustry.biz, Sony said they felt canceling their participation in the conference was the best option as the situation related to the coronavirus and global travel restrictions are changing daily.
Sony earlier this week also canceled its participation in PAX East.

GDC organizers on Thursday addressed the matter publicly. As of writing, the event will go on as scheduled albeit with enhanced on-site measures. Organizers said the Department of Health for both California and San Francisco support the convening of public events.
In related news, both AT&T and IBM have pulled out of next week’s security-minded RSA Conference. As of Friday, around 500 people have canceled their plans to attend the trade show.
The Game Developers Conference is scheduled for March 16 through the 20th in San Francisco, California.

Facebook will pay users for submitting their voice recordings – Blog – 10 minute

In a nutshell: There’s been plenty of controversy over tech firms listening to and transcribing our voice recordings, but Facebook is taking a different approach to the process. Not only is it asking users for their voice samples, but it’s also paying for the audio.
It seems pretty much every big company, including Amazon, Apple, Google, and Microsoft, has been listening to and transcribing users’ voice recordings without their consent. It’s a way to improve speech recognition systems, but many customers were angry at not being informed.
Facebook and other firms are now more open about their audio reviews, making it optional in some cases or pausing the programs altogether. The social network will be paying people for their voice recordings through a program called “Pronunciations,” which will be part of its Viewpoints market research app. The company introduced the application, which pays people for their data, back in November. It was meant to replace its controversial Onavo VPN app that was removed from the Play Store after it was found to collect a lot of information about its users.

Qualifying users will have to record the phrase “Hey Portal,” followed by the first name of a friend from their friends list. They’ll be able to repeat this with the names of up to ten friends, and they have to record each statement twice to get 200 points in the Viewpoint app.
The Verge writes that you shouldn’t expect to make a living from selling your voice to Facebook. It takes 1,000 points before you can cash out, and that only pays $5 via PayPal. Facebook says users may be offered the opportunity to make up to five sets of recordings, allowing them to reach the payment threshold. In case you’re wondering, each recording works out at five cents.
Facebook says recordings will not be connected to users’ Facebook profiles. The program will only be available to those in the US aged 18 and older with over 75 Facebook friends.
Earlier this week, a former Amazon executive said he always turns off his Alexa speaker when discussing anything private or sensitive. “I don’t want certain conversations to be heard by humans,” admitted former Amazon Web Services manager Robert Fredrick. “Conversations that I know for a fact are not things that should be shared then I turn off those particular listening devices.”

The IRS is suing Facebook for $9 billion in unpaid taxes – Blog – 10 minute

Bottom line: Hot on the heels of a $5 billion fine from the FTC over privacy violations, Facebook is now under fire from the IRS. The tax collection agency says that the social media giant owes taxes dating from a 2010 revenue shuffle with Facebook Ireland. The company could be stuck with a $9 billion tax bill plus interest and penalties.
The Internal Revenue Service is suing Facebook for $9 billion in back taxes. The trial began on Tuesday and is expected to go on for about a month. Five Facebook executives have been subpoenaed to testify, including Chief Technology Officer Mike Schroepfer, AR and VR Vice President Andrew “Boz” Bosworth, Chief Revenue Officer David Fischer, and two others.
The IRS alleges Facebook undervalued intellectual properties when selling them to an Irish subsidiary in 2010. Shuffling money internally this way is not unusual for multinational corporations. Ireland is considered a haven because of its lower corporate tax rates.
Reuter’s reports that between 2010 and 2016, the subsidiary paid Facebook US more than $14 billion in royalties and cost-sharing. These payments were for the use of “trademarks, users, and platform technologies.”

Facebook’s defense is that inherent risks of expanding overseas drove the valuation down. The deal was also penned before the company’s IPO and before it had developed its digital advertising platform, which is its highest revenue earner.
“[In 2010, Facebook] had no mobile advertising revenue, its international business was nascent, and its digital advertising products were unproven,” Facebook spokesperson Bertie Thomson told Reuters.
In addition to the IRS inflating the value of its IPs in 2010, Facebook is claiming that the tax burden lies on its international affiliates and not on the US-based parent company.
“Facebook Ireland and Facebook’s other foreign affiliates – not Facebook US – led the high-risk, and ultimately successful, international effort to sell Facebook ads,” said the company’s legal team in a brief before the trial began.
While the suit lists the taxes owed at $9 billion, if Facebook loses the case, it will also have to cough up interest and penalties, which could put its settlement into the 11-figure bracket.

Facebook Sued for $9 Billion In Missing Taxes – Tempemail – Blog – 10 minute

The US Internal Revenue Service (IRS) is suing Facebook for $9 billion in unpaid taxes, reports The Verge via Reuters.
This new lawsuit has gone to trial in a San Francisco court. The social network is under the microscope for a deal it made in 2010 with an Irish subsidiary that it uses to send money about internationally. The IRS alleges that Facebook has undervalued the intellectual property it sold to the subsidiary in question and therefore dodged billions in taxes.
Called to testify were Facebook CTO, Mark Schroepfer and AR and VR chief, Andrew Bosworth. Three other Facebook execs are expected to testify, the trial is expected to last three to four weeks.
It isn’t uncommon for tech giants to shelter billions from taxes by storing money in Ireland as the country has a low corporate tax rate. Companies will create Irish subsidiaries that license out proprietary technology, trademarks, and other company property for which royalties are paid by the subsidiary.
In recent years, government entities around the world have begun taking action against this practice. In 2016, the EU ordered Apple to pay $15.4 billion in taxes back to Ireland after finding that the company had received illegal tax benefits. Apple had paid back all the taxes by 2018, though the decision was later appealed in court between it and Ireland.
In September, a French investigation found that Google had to pay more than $1 billion in taxes. Google has since said it would stop taking advantage of this loophole, so-called the “Double Irish” loophole, which allowed it to move overseas funds and effectively shelter it from taxes.
Facebook undervalued the royalty amount between 2010 and 2016 which massively decreased the company’s domestic tax bill, claims the IRS.
Facebook says that it stands behind the 2010 transaction, which was during a period when the company had no mobile ad revenue, a “nascent” international business and its “digital advertising products were unproven” via Berti Thomson speaking to The Verge.

The latest correction notice was served after STR posted an article containing claims about the coronavirus (Covid-19) situation that was deemed “entirely untrue” according to the government.
The Covid-19 crisis has hit a high level of concern globally, and has now infected 75,151 people and claimed the lives of 2,007 people across 29 territories at the time of writing.
However, after STR failed to heed the notice, it was designated as a Declared Online Location (DOL) by POFMA. A DOL is defined by the POFMA Office as “online locations that have carried three or more different online falsehoods that are the subject of active directions issued by POFMA Office”.
DOLs are required to carry a notice warning readers to “exercise caution and do additional fact-checking” when accessing the sites for information.
However, the STR refused to carry the required DOL notice and instead said it was shutting down to meet the Government’s compliance requirements, with The Real Singapore taking over its Facebook page and website. Its Facebook page name was changed to @THEREALSINGAPORE.
Following this, the minister for communications and information S Iswaran then directed the POFMA Office to order Facebook to block Singapore users from accessing STR’s page.
Facebook complied as it said it was “legally compelled” to carry out the order. However, the social network told Channel NewsAsia it believed “orders like this are disproportionate” and “contradict the Singapore government’s claim that POFMA would not be used as a censorship tool”.
“We’ve repeatedly highlighted this law’s potential for overreach and we’re deeply concerned about the precedent this sets for the stifling of freedom of expression in Singapore,” said a Facebook spokesperson.

Facebook warned it must conform to EU standards- Tempemail – Blog – 10 minute

Facebook has been told in blunt terms that the onus is on it to conform to European internet standards and not the other way round, in a forthright exchange with industry commissioner Thierry Breton.
Lambasting the social media giant’s proposed internet rules as not fit for purpose Breton declared ‘It’s not for us to adapt to this company, it’s for this company to adapt to us’, shortly after a closed-door meeting with CEO Mark Zuckerberg.
The toughened regulatory stance comes as Breton seeks to flex its muscles to clip the wings of soaring US technology giants, as well as state-backed Chinese companies by drafting new rules by the end of the year under the digital services act.
These would govern the future regulation of online services and layout their responsibilities in concrete terms for the first time – something Facebook has conspicuously failed to do thus far.
Before then Breton will announce proposals as early as Wednesday designed to curtail the activities of Facebook, Google and Amazon by leveraging the EU’s mountain of industrial data. In tandem with these moves, the EU will also seek to dictate the use of artificial intelligence.
On Monday, Facebook issued a discussion paper making the case for light-touch regulation and relaxed rules of play limited to a periodic report documenting content and enforcement data which was dismissed as ‘not enough’ by Breton.
EU justice chief Vera Jourva also threw her weight against Facebook, placing the onus on it to stamp out hate speech, fake news and voter manipulation: “Facebook cannot push away all the responsibility. Facebook and Mr Zuckerberg have to answer themselves a question ‘who do they want to be’ as a company and what values they want to promote. It will not be up to governments or regulators to ensure that Facebook wants to be a force of good or bad.”
Zuckerberg has defended Facebook as a bastion of free speech but has moved slowly to address privacy concerns with new features such as a dashboard designed to empower users to take control of their online presence.

Facebook sees risks to innovation, freedom of expression ahead of EU rules – Security – Networking- Tempemail – Blog – 10 minute

Facebook warned of threats to innovation and freedom of expression on Monday, ahead of the release of a raft of rules by the European Union this week and in the coming months to rein in US and Chinese tech companies.
The social media giant laid out its concerns ahead of a meeting of Chief Executive Mark Zuckerberg with EU antitrust chief Margrethe Vestager and EU industry chief Thierry Breton in Brussels on Monday.
Vestager and Breton are due to announce proposals on Wednesday aimed at exploiting the bloc’s trove of industrial data and challenging the dominance of Facebook, Google and Amazon.
They will also propose rules to govern the use of artificial intelligence especially in high risk sectors such as healthcare and transport. Other rules will be announced in the coming months.
Referring to the possibility that the EU may hold internet companies responsible for hate speech and other illegal speech published on their platforms, Facebook said this ignores the nature of the internet.
“Such liability would stifle innovation as well as individuals’ freedom of expression,” it said in its discussion document.
“Retrofitting the rules that regulate offline speech for the online world may be insufficient. Instead, new frameworks are needed.”
It suggested instead that authorities could require companies to set up a system for reporting content, publish enforcement data periodically and also define what is illegal content.
Such requirements should not be too onerous, Facebook said.
“A regulation requiring companies to ‘remove all hate speech within 24 hours of upload’ would create still more perverse incentives,” it said, suggesting that regulators balance safety with freedom of expression and privacy interests.
It urged regulators to understand the capabilities and limitations of technology in assessing content and allow internet companies the flexibility to innovate.
Zuckerberg’s visit came on the heels of visits by Alphabet Chief Executive Sundar Pichai and Microsoft President Brad Smith to Brussels last month.
