Nokia wins Taiwan Mobile 5G contract – Networking – Telco/ISP- Tempemail – Blog – 10 minute

Finnish telecoms equipment maker Nokia won a 5G contract worth about 400 million euros ($654 million) from Taiwan Mobile to build out the telecom operator’s next-generation network as the sole supplier.
A supplier to Taiwan Mobile’s earlier networks, Nokia will prepare for the deployment this month and complete the migration to 5G standalone within a three-year period.
Nokia, along with Nordic rival Ericsson, has picked up most of the 5G contracts in Taiwan.
While Nokia also won 5G contracts from Taiwan Star and Chunghwa Telecom, Ericsson picked up the deal with Far Eas Tone and a part of the contract from Chunghwa.
To offset hurdles faced last year, the Finnish telecom operator has been scripting a turnaround by diversifying its chipset supply and grabbing 5G deals.
Earlier this month, Nokia picked up 5G contracts from Canada’s Bell Canada and Telus, along with an order from a Singapore telecom operator.
However, Nokia did not win any 5G radio contracts from Chinese telecom companies – China Mobile, China Unicom and China Telecom – in recent bidding rounds, excluding a part of China Unicom’s 5G core network contract.
Huawei, ZTE and Ericsson got all the 5G radio contracts from the three top vendors in China.

AI firm that worked with Vote Leave wins new coronavirus contract | Technology – Blog – 10 minute

An artificial intelligence firm hired to work on the Vote Leave campaign may analyse social media data, utility bills and credit rating scores as part of a £400,000 contract to help the government deal with the coronavirus pandemic.
The company, Faculty, was awarded the contract by the Ministry of Housing, Communities and Local Government last month. However the full details of its work for the government are unknown because the published version of the contract was partly redacted.
The disclosure comes amid questions from civil liberties groups as to how private companies hired by the government during the pandemic are using confidential data.
The unredacted portion of the contract shows that the MHCLG said such work was likely to require data from “social media, utility providers and telecom bills, credit rating agencies” as well as from the government, but provides few other specifics.
It brings the number of government contracts awarded to Faculty to at least nine in the last two years. The contracts in total are worth at least £1.6m.
Three of these contracts relate to the provision of artificial intelligence services to inform government departments attempting to manage the impact of coronavirus.
Faculty, which has links to senior Tory figures in Downing Street and the Cabinet Office, declined to say how many contracts it had won in total from the government for work connected to the pandemic, nor how much the contracts were worth.
The latest contract was awarded directly to Faculty without other firms being given an opportunity to make a competitive bid. The ministry said there was an “urgent need to bring in additional analytics support to help inform our response to the coronavirus pandemic”.
Public bodies have been allowed to award contracts without a competitive tender during the pandemic as ministers believe that private firms need to be hired quickly to deal with the outbreak. The MHCLG contract, entitled “Data scientists for MHCLG Covid-19 response”, was awarded in April and will run until July.
The precise details of the company’s work are not entirely clear from the contract, in part because a key passage relating to “three areas where immediate support is required” is blacked out. An MHCLG spokesperson said the withheld information related to datasets held by the ministry that were considered sensitive.
“Faculty is helping MHCLG to analyse data in real time allowing the department to monitor the impact of Covid-19 on local communities and respond to emerging issues at pace.”

Founded in 2014 as Advanced Skills Initiative, the company rebranded as Faculty in February 2019. It first came to public attention for its work helping the Vote Leave campaign.
Dominic Cummings, the chief executive of the Vote Leave campaign and now chief adviser to the prime minister, Boris Johnson, recruited one of Faculty’s data scientists, Ben Warner, to work with him in Downing Street.
In April the Guardian revealed that both Cummings and Warner had been attending meetings of Sage, the government’s committee of scientific advisers. It subsequently emerged that Marc Warner, the brother of Ben and the chief executive of Faculty, has also attended.
Faculty has previously said that it has “strong governance procedures in place to guard against conflicts of interest when competing for new work. All of its contracts with the government are won through the proper processes and in line with procurement rules.”
Faculty has previously received at least two other contracts for work on Covid-19.
One of Faculty’s shareholders is the Cabinet Office minister Lord Agnew, who owns £90,000 of the company’s shares. He is resisting calls to dispose of the shareholding despite his role overseeing the Government Digital Service, which is responsible for digital procurement.
Growing concern about the extent of private involvement in the government’s coronavirus response – and uncertainty surrounding the use of confidential data by tech firms hired by the government – has prompted one campaign group to threaten legal action.
The technology campaign group Foxglove said it had asked the government for copies of data sharing agreements signed with the companies involved in the government’s “Covid-19 datastore”, including Faculty, in April. Last month the government said it needed more time to decide whether releasing them would unduly damage the companies’ commercial interests.
“We haven’t seen the contracts, we haven’t seen the data sharing agreements,” said Cori Crider, the director of Foxglove. “We don’t know what they’re permitted to do with [the data].”
The Scott Trust, the ultimate owner of the Guardian, is the sole investor in GMG Ventures, which is a minority shareholder in Faculty.

Alphabet Inc’s Google Cloud said on Wednesday it has secured a deal with the United States Department of Defense to help detect and respond to cyber threats.
The deal allows the Defense Innovation Unit to run applications across platforms including Google Cloud, Amazon Web Services and Microsoft Azure while being managed through the Google Cloud Console, the company said.
The contract may be in seven figures, online news site Axios reported citing a reply from the company.
Google had earlier made a bid for a $10 billion cloud computing contract with the defense department, which was ultimately awarded to Microsoft Corp.

US probe unable to rule out White House influence on JEDI contract awarded to Microsoft, not Amazon – Cloud – Security – Software- Tempemail – Blog – 10 minute

The Pentagon’s inspector general on Wednesday said it could not determine whether the White House influenced the award of a US$10 billion contract to Microsoft Corp over Amazon after several officials said their conversations were privileged “presidential communications.”
Known as the Joint Enterprise Defense Infrastructure Cloud, or JEDI, the cloud computing contract is intended to give the military better access to data and technology from remote locations.
“We could not definitively determine the full extent or nature of interactions that administration officials had, or may have had, with senior DoD officials regarding the JEDI Cloud procurement because of the assertion of a ‘presidential communications privilege,’” the report said, referring to the Department of Defense by its acronym.
Amazon, originally considered to be the favorite to win the award, has blamed President Donald Trump for bias against the company and for improperly pressuring the Pentagon.
The report leaves open the question of whether Trump improperly influenced one of the most closely watched procurement contracts given its size and the high-profile nature of the bidders.
The White House did not immediately respond to a request for comment. The Defense Department said the report “should finally close the door on the media and corporate-driven attacks on the career procurement officials” involved with JEDI.
Amazon and Microsoft did not immediately return requests for comment on Wednesday’s announcement.
Amazon filed a lawsuit in November just weeks after the contract was awarded to Microsoft. Amazon has said the Defense Department’s decision to give the contract to Microsoft was full of “egregious errors,” which were a result of “improper pressure from President Donald Trump.”
Trump has publicly derided Amazon head Jeff Bezos and repeatedly criticized the giant online retailer, and has accused the Washington Post, owned by Bezos, of unfair coverage.
Defense Secretary Mark Esper has rejected that there was bias and said the Pentagon made its choice fairly and freely without external influence.
The report delved into the topic of Trump’s influence on the contract further, including an allegation in a book that the president said Amazon should not get the contract.
In the inspector general’s report, former Defense Secretary James Mattis was specifically asked about the excerpt from his former staff member’s book that said the president told Mattis to “screw Amazon” out of a chance to bid on the JEDI cloud contract.
Mattis told the inspector general that he “cannot confirm” the former staff member’s account and added, “I don’t recall the president’s words on this (JEDI),” the report said.
Ethical misconduct allegation
The report also substantiated an allegation of ethical misconduct on the part of a Pentagon employee involved in the procurement process.
The employee failed to disclose that he was negotiating a job with Amazon while working on JEDI. He eventually was hired by Amazon.
But the report said that, given the employee’s minimal contributions to the JEDI procurement process, the ethical misconduct did not influence the outcome.

Pentagon will “reconsider” parts of the $10 billion JEDI contract – Blog – 10 minute

Recap: Amazon has already convinced a judge to temporarily halt Microsoft’s work on the JEDI contract. Now, the Pentagon is launching a 120-day review of the contract. It’s unknown whether this will lead to another bidding war or if Microsoft will keep its $10 billion prize.
The Pentagon has filed court documents indicating that it wants to reconsider the $10 billion Joint Enterprise Defense Infrastructure (JEDI) contract as first reported by CNN Business. According to the court documents, the DoD “wishes to reconsider its award decision in response to the other technical challenges presented by AWS.”
This is obviously good news for Amazon who aggressively challenged the award in court, claiming that Microsoft won the contract because of political bias from President Trump. The company argued that the President exerted “improper pressure” due to his feud with Amazon CEO and Washington Post owner, Jeff Bezos.
Consequently, Amazon notched an initial victory last month when a judge temporarily halted Microsoft’s work on the contract due to Amazon’s complaints. The exact reasoning behind the injunction is unknown.

“We look forward to complete, fair, and effective corrective action that fully insulates the re-evaluation from political influence and corrects the many issues affecting the initial flawed award,” Amazon said in response to the Pentagon’s court filings.
Microsoft also responded saying, “We believe the Department of Defense made the correct decision when they awarded the contract. However, we support their decision to reconsider a small number of factors as it is likely the fastest way to resolve all issues and quickly provide the needed modern technology to people across our armed forces.”
Although multiple cloud vendors initially competed for the massive JEDI contract, Amazon was the prohibitive favorite. The company already scored a huge win in 2013, winning a $600 million contract with the Central Intelligence Agency and becoming the sole cloud provider for the United States Intelligence Community. However, it was Microsoft who ended up landing the JEDI contract in a large boost to their Azure portfolio.
The Pentagon requested 120 days to review the contract. Despite Amazon being the primary force behind the reassessment, the DoD doesn’t plan to discuss the decision with either Amazon or Microsoft.

Pentagon to ‘reconsider’ parts of US$10bn JEDI cloud contract – Cloud- Tempemail – Blog – 10 minute

The US Department of Defense (DoD) is seeking court permission to reconsider certain aspects of its decision to award a US$10 billion cloud computing contract to Microsoft, court filings showed on Thursday.
A US judge last month granted Amazon’s request to temporarily halt the DoD and Microsoft from moving forward with the deal, which Amazon had said reflected undue influence by President Donald Trump.
Lawyers for the US government have asked a federal judge to grant the Pentagon “120 days to reconsider certain aspects of the challenged agency decision,” the DoD said in a filing to the US Court of Federal Claims late on Thursday.
“DoD does not intend to conduct discussions with offerors or to accept proposal revisions with respect to any aspect of the solicitation other than price scenario,” according to the filing.
The Pentagon also said it wanted to re-evaluate parts of the bidders’ price proposals and online marketplaces.
“We are pleased that the DoD has acknowledged ‘substantial and legitimate’ issues that affected the JEDI award decision, and that corrective action is necessary,” a spokesman for Amazon’s cloud computing unit said in an emailed statement.
The e-commerce giant has alleged that Trump exerted “improper pressure” and bias that led the DoD to award the Joint Enterprise Defense Infrastructure Cloud (JEDI) contract to Microsoft.
Defense Secretary Mark Esper previously denied there was bias and said the Pentagon made its choice fairly and freely without external influence.
A Microsoft spokesman said the Pentagon made the right decision when they awarded the contract.
“However, we support their decision to reconsider a small number of factors as it is likely the fastest way to resolve all issues and quickly provide the needed modern technology to people across our armed forces,” he said.

Samsung Electronics Co Ltd’s semiconductor manufacturing division has won a contract to make new Qualcomm Inc 5G chips using its most advanced chip-making technology, two sources familiar with the matter said, boosting the Korean firm’s efforts to gain market share against rival Taiwan Semiconductor Manufacturing Co.
Samsung will fabricate at least some of Qualcomm’s X60 modem chips, which will connect devices such as smart phones to 5G wireless data networks. The X60 will be made on Samsung’s 5-nanometer process, the sources said, which makes the chips smaller and more power-efficient than previous generations.
One of the sources said TSMC is also expected to fabricate 5-nanometer modems for Qualcomm. Samsung and Qualcomm declined to comment, and TSMC did not immediately respond to a request for comment.
Best known among consumers for its phones and other electronic devices, Samsung is the world’s second-biggest chip manufacturer through its foundry division, self-supplying many of its own mobile phone parts and also fabricating chips for outside customers such as International Business Machines Corp and Nvidia Corp, among others.
But much of Samsung’s semiconductor revenue historically has come from memory chips, whose prices can swing wildly as supply and demand fluctuate. In an attempt to cut its reliance on that volatile market, Samsung announced a plan last year to invest $US116 billion in non-memory chips through 2030.
The Qualcomm deal shows progress in winning customers to that effort. Even if Samsung has won only part of the orders, Qualcomm represents a flagship customer for Samsung’s 5-nanometer manufacturing technology. Samsung plans to ramp up that technology this year in an attempt to regain market share against TSMC, which is also starting mass production of 5-nanonmeter chips this year.
The Qualcomm win could boost Samsung’s foundry business because the X60 modem is likely to be used in many mobile devices as they shift to 5G. In the fourth quarter of 2019, Samsung had 17.8% market share versus TSMC’s 52.7 percent, according to data from TrendForce.
In a separate announcement, Qualcomm said on Tuesday it would begin sending samples of the X60 chips to customers in the first quarter of this year. Qualcomm did not disclose who would manufacture the chips, and Reuters could not learn whether the first batches of chips would be made by Samsung or TSMC.
The Taiwanese company was faster to ramp up high-volume production of chips using the previous 7-nanometer manufacturing process, winning customers such as Apple Inc.
Last month, TSMC executives said they expect to begin ramping up 5-nanometer production in the first half of the year and expect it to make up 10% of the company’s revenue for 2020.
Asked during a January investor conference call how Samsung will compete with TSMC, Shawn Han, senior vice president at Samsung Foundry, said the company planned to expand 5-nanometer mass production by “diversifying customer applications” this year.
Qualcomm designs its own chips but works with outside companies to manufacture them. It has used manufacturing services from both Samsung and TSMC in the past, as well as from China’s Semiconductor Manufacturing International Corp, depending on which foundry’s technology and pricing met its needs for the product at hand.

Amazon scores a temporary block on Microsoft’s JEDI contract – Blog – 10 minute

In brief: Amazon thinks President Donald Trump was uniquely responsible for rigging the evaluation process that ruled it out of a multi-billion dollar cloud contract with the Pentagon, just as it was well-positioned to win. The tech giant has managed to block the federal government’s decision to hire Microsoft, pending a close review that is unlikely to lead to a different conclusion.
Back in November 2019, Microsoft was awarded an intensely sought-after contract to supply the Defense Department’s Joint Enterprise Defense Infrastructure (JEDI) project with cloud services. Several tech giants had competed for the privilege, but none of them as fiercely as Amazon, who didn’t stop fighting and challenged the Pentagon’s decision in federal court.
This week, a judge ordered a temporary block on Microsoft’s right to work on the $10 billion contract just one month after Amazon filed a motion requesting a closer examination of the motives behind the decision. The notice for the injunction wasn’t made public, and there’s little indication as to the exact reasons behind it, reports CNBC.
Amazon thought it was the frontrunner in the race to securing the JEDI contract and was understandably upset about losing a lot of business to one of its biggest competitors in the cloud space. The tech giant challenged the thinking behind Pentagon’s choice, claiming that President Trump had “launched repeated public and behind-the-scenes attacks to steer the JEDI Contract away from AWS to harm his perceived political enemy — Jeffrey P. Bezos.”

That is why earlier this week, unsealed court documents showed that Amazon wants to question President Trump, as well as Defense Department’s Chief Information Officer Dana Deasy, Defense Secretary Mark Esper, and former Defense Secretary James Mattis. In Amazon’s eyes, the whole evaluation process that ruled it out for the contract was full of “deficiencies, errors, and unmistakable bias.”
From Trump’s perspective, all he did was look into the JEDI contract following complaints that awarding it to Amazon would constitute a case of favoritism.
Microsoft’s Vice President of Communications Frank Shaw issued a statement expressing the company’s disappointment.

“While we are disappointed with the additional delay, we believe that we will ultimately be able to move forward with the work to make sure those who serve our country can access the new technology they urgently require. We have confidence in the Department of Defense, and we believe the facts will show they ran a detailed, thorough, and fair process in determining the needs of the warfighter were best met by Microsoft.”

The new cloud computing network was supposed to become active today, so Amazon has been advised to prepare for the possibility that it may lose the case. If it turns out that the injunction was issued wrongfully, the company may have to have $42 million at the ready to cover “costs and damages.” Microsoft and Amazon are both expected to respond to the filing by February 27.

Judge grants Amazon bid to pause Pentagon’s JEDI cloud contract – Cloud- Tempemail – Blog – 10 minute

A US judge on Thursday granted Amazon’s request to temporarily halt the US Department of Defense and Microsoft from moving forward on an up-to-$10 billion (A$14.88 billion) cloud computing deal that Amazon claims reflected undue influence by President Donald Trump.
Amazon, which had been seen as a front-runner to win the contract, filed a lawsuit in November just weeks after the contract was awarded to Microsoft.
Trump has publicly derided Amazon head Jeff Bezos and repeatedly criticised the company.
Judge Patricia Campbell-Smith issued a preliminary injunction but did not release her written opinion.
She also ordered Amazon to post US$42 million in the event the injunction was issued wrongfully.
The Amazon lawsuit said the Defense Department’s decision was full of “egregious errors,” which were a result of “improper pressure from President Donald Trump, who launched repeated public and behind-the-scenes attacks” to steer the contract away from Amazon “to harm his perceived political enemy” Bezos.
Bezos also owns the Washington Post, whose coverage has been critical of Trump and which has frequently been a target of barbs by Trump about the news media.
The ruling is a win for Amazon, but does not indicate one way or the other whether the company will ultimately succeed in getting the court to reverse the decision.
The Pentagon said previously it planned to start work on the contract on Friday.
Amazon shares closed down 0.4 percent, while Microsoft closed down 0.5 percent.
As part of the lawsuit, Amazon asked the court in January to pause the execution of the contract, popularly known as the Joint Enterprise Defense Infrastructure Cloud, or JEDI.
The contract is intended to give the military better access to data and technology from remote locations.
The Pentagon declined comment on Thursday. Defense Secretary Mark Esper previously has denied there was bias and said the Pentagon made its choice fairly and freely without external influence.
Microsoft said in a statement it was disappointed by the delay, but added: “We have confidence in the Department of Defense, and we believe the facts will show they ran a detailed, thorough and fair process.”
Amazon did not immediately respond to requests for comment. The White House declined comment.
Earlier this week, Amazon Web Services said it was seeking to depose Trump and Esper in its lawsuit over whether the president was trying “to screw Amazon” over the contract.
Amazon also seeks to question other officials involved in the decision and alleged that Trump had a history of inappropriately intervening in governmental decisions.
The procurement process has been delayed by legal complaints and conflict-of-interest allegations.
The judge told Amazon and the Pentagon to confer by February 27 on what portions of the opinion can be released publicly.
