Canada’s intelligence agency warned that arresting the daughter of billionaire Huawei founder Ren Zheng would set off global “shock waves” and seriously affect ties with China, just before her detention in Vancouver on a US extradition request, new court documents show.
Released on Friday, the documents show the involvement of the Canadian Security Intelligence Service (CSIS) in the December 2018 arrest of Meng Wanzhou, which soured diplomatic ties between Ottawa and Beijing.
Meng is chief financial officer of China tech giant Huawei Technologies, the company at the center of next generation 5G wireless technology and a long-running dispute the administration of US President Donald Trump.
A CSIS report was disclosed in the court documents as part of Meng’s extradition proceedings.
In a redacted December 1, 2018 memo, CSIS said it was advised by the US FBI of plans to arrest Meng when she arrived on a flight to Vancouver International Airport later that same day.
“The arrest is likely to send shockwaves around the world,” CSIS said. “The planned event will be of great consequence internationally and bilaterally,” the report said.
Huawei lawyers called the documents proof that authorities had conspired against Meng.
Meng is accused by US authorities of bank fraud for misleading HSBC about Huawei’s relationship with a company operating in Iran, putting HSBC at risk of fines and penalties for breaking US sanctions on Tehran.
Meng’s lawyers have argued the case should be thrown out because Canada did not have sanctions against Iran.
Meng says she is innocent.
Last month, a Canadian judge allowed the case to continue, rejecting defense arguments that the US charges against Meng do not constitute crimes in Canada.
The new court documents show the CSIS was concerned about when Meng’s arrest might become public.
Her lawyers noted the point was of particular interest, since Canadian Prime Minister Justin Trudeau, Trump and Chinese President Xi Jinping were attending the G20 summit in Argentina and dining together on the evening of December 1.

Canada to ramp up COVID-19 testing and tracing, recommend digital app – Networking- Tempemail – Blog – 10 minute

Canada will ramp up COVID-19 testing and contact tracing as it gradually lifts restrictions and is working closely with Apple Inc and Alphabet Inc’s Google on a mobile phone app to help, the prime minister said on Friday.
In his daily news conference, Prime Minister Justin Trudeau said the federal government was already helping Ontario, the most populous province, with contact tracing and was open to do the same for the other 12 provinces and territories.
Businesses and citizens “need to know that we have a coordinated approach to gradually reopen that is rooted in science, evidence and the ability to rapidly detect and control any future outbreaks,” Trudeau said.
Canada’s total cases rose to 81,765 on Friday, and deaths were up less than 2% to 6,180, official data showed. With contagion slowing in recent weeks, provinces have begun lifting quarantine restrictions, but in some areas, like Ontario, testing and tracing has lagged.
On May 1, the western province of Alberta rolled out a digital-tracing tool to monitor outbreaks, but it has struggled to get large numbers of people to download it.
The apps are meant to help trace and call people who have come into contact with an individual infected with COVID-19.
Trudeau had not committed to the idea of promoting the use of an app. Critics are concerned that it will undermine civil liberties and privacy.
But on Friday the prime minister said the government would “strongly recommend” the use of an app as soon as Apple and Google offer their tracing technology.
“We are working with a number of different partners on potential apps. We’re working closely with Apple and Google on the update,” Trudeau said.
Authorities in 23 countries have sought access to their technology, Apple and Google said on Wednesday.

In Canada, Albertans wary of ‘Big Brother’ with use of COVID-19 digital-tracing app – Software – Telco/ISP- Tempemail – Blog – 10 minute

As the spread of the new coronavirus in Canada slows, the western province of Alberta has rolled out a digital-tracing tool to monitor outbreaks as quarantine restrictions ease. The hard part is convincing people to use it.
On May 1, Alberta launched Canada’s first smartphone app to trace and call people who have come into contact with an individual infected with COVID-19, the disease caused by the novel coronavirus, so that they can isolate themselves and prevent further spread.
But so far, only about 165,000 Albertans, or less than 4 percent of the population, have downloaded it. By contrast, the Singapore app — the model for Alberta — has 1.4 million users, or almost 25 percent of the population on the Southeast Asian island.
“We all know we need to increase the uptake,” said Jia Hu, the medical officer for Alberta Health Services who is leading the rollout of the app. “People are scared of the government having their data. That’s why we made it as lean as possible.”
Alberta’s voluntary app, called ABTraceTogether, has not been running properly on iPhones. Though Hu said a fix is being worked on, it may not come until Apple and Google provide new technology later this month.
But the real challenge has been the fear that “Big Brother (is) watching over you with the app”, Hu said.
Brenda McPhail at the Canadian Civil Liberties Association is concerned whether “a system of data surveillance” is necessary or useful.
“There’s a great deal of hype and a lot of push for the idea,” McPhail said of tracing apps. “We are rapidly considering a wide range of measures that are rights infringing during this pandemic.”
The Alberta app collects phone numbers and total time spent with people who have come within two meters of each other for a total of 15 minutes in a 24-hour period, but it gathers no location data.
Alberta is running an ad campaign urging people to download the software.
“It’s not that if we have 10 percent (uptake) it’s useless, and with 80 percent it’s useful. It’s just the more we have the better,” Hu told Reuters.
Alberta is gradually restarting its economy, including opening up golf courses and some services. Hu, who previously helped run Alberta Health Services’ traditional tracing activities, has no doubts about the app.
“This app is literally going to save lives,” he said, adding there was “a direct connection between downloading the app and going back to restaurants and seeing your friends and family and traveling again”.

Uber suspends pooled rides in US, Canada to limit coronavirus spread – Strategy- Tempemail – Blog – 10 minute

Uber on Tuesday began suspending shared rides on its ride-hailing platform in the US and Canada to limit the spread of the coronavirus.
The pooled option, which allows riders to book trips at lower prices by sharing the car with up to three other passengers travelling in the same direction, has been disabled for users opening the apps in the two countries.
“Our goal is to help flatten the curve on community spread in the cities we serve,” senior vice president Uber Rides and Platform Andrew Macdonald said in a statement.
A spokesman said similar steps outside the US and Canada would be evaluated on a case-by-case basis.
Regular rides and the company’s food delivery platform Uber Eats remain available, but Uber said it was in contact with local authorities to adjust operations as needed.
North America provides the bulk of Uber’s revenue, but pooled rides make up only a small share of all bookings, data by US cities showed.
Lyft, Uber’s smaller North American competitor, on Monday did not respond to a request for comment on its shared rides policy.
The respiratory virus has spread quickly throughout the United States, killing at least 83 people as of Monday and infecting more than 4600 Americans.
The White House on Monday urged people to avoid gatherings of more than 10 people and called for closing bars, restaurants and other venues in states where local virus transmission exists. Some state and local authorities independently imposed mandatory restrictions on those places.
Beginning on Tuesday, Uber users in the US and Canada will also see a message reminding them to consider if the ride they plan to book is essential and to “travel only when necessary,” images provided by Uber showed.
Riders are also being asked to consider the safety of their drivers by washing their hands before and after a ride, sitting in the back seat and rolling down the window to improve ventilation.
Uber has previously said it will compensate drivers and delivery people diagnosed with coronavirus or placed in quarantine by health officials for up to 14 days.

Canada, isolated over Huawei 5G, is studying British decision – Security- Tempemail – Blog – 10 minute

Canada, the only member of the elite Five Eyes intelligence-sharing network yet to decide whether to allow the use of Huawei 5G technology, on Tuesday said it was studying Britain’s decision not to ban the Chinese telecoms giant from the West’s next-generation communications.
Britain announced the firm could have a limited role in 5G mobile networks, resisting pressure from Washington. Huawei’s involvement will be capped at 35 percent and it will be excluded from the sensitive core, where data is processed.
“Those are the solutions that are being examined,” Innovation Minister Navdeep Bains told reporters when asked about Britain’s steps.
“I’m not going to jump to any conclusion of what that solution may look like vis-a-vis core and non-core.”
Bains, saying Canada would keep talking to allies, did not answer directly when asked about the timing of a decision.
Canadian sources said last year that Ottawa would closely study what Britain did.
Last November, a senior US official told Canada that allowing Huawei 5G technology would threaten intelligence sharing with the Five Eyes network that also groups Britain, Australia and New Zealand.
The US said Huawei equipment could be used to steal Western secrets, a charge the firm denies. New Zealand and Australia have banned domestic mobile networks from using Huawei 5G equipment.
Canadian telecommunications firms are increasingly impatient for Ottawa to make a decision.
“Although the security concerns are very significant, we also have to make sure we give full consideration to what is best for Canadians … (and) the industry environment,” Public Safety Minister Bill Blair told reporters.
The added complication for Canada is that Beijing detained two Canadians in 2018 after Vancouver police arrested a Huawei executive on a US extradition warrant.
Two sources directly familiar with the matter said security officials were split over Huawei. The Communications Security Establishment (CSE) – which gathers signals intelligence – was taking a more dovish line than the Canadian Security Intelligence Service (CSIS) spy agency, they said.
“CSE considers this is a technical question that can be managed while CSIS is totally opposed to opening the door to possible espionage,” said one source, who requested anonymity given the sensitivity of the situation. The split was first reported by the Globe and Mail newspaper.
In a statement, Huawei Canada said “in our ten years of operation in Canada, there has never been a security incident or a lapse of any sort”.

Microsoft’s Project xCloud preview is coming to Canada on January 29 – Blog – 10 minute

In brief: Microsoft’s foray into the cloud gaming market, Project xCloud, is making steady progress. The platform, which will let users access a wide variety of Xbox and PC games from the comfort of their laptop, tablet, smartphone, or PC, is set to arrive sometime this year. In the meantime, though, the program’s invite-only preview is expanding to additional markets.
The preview, which kicked off in October, will soon be available to Canada-based players, Microsoft announced today. Canadian sign-ups begin now, but access won’t be granted until January 29.
We should note, however, that a sign-up doesn’t guarantee access. Instead, it adds you to a wider pool of applicants, which Microsoft will choose from based on whatever behind-the-scenes criteria they deem important.
There aren’t many requirements to access the service once you’re accepted, but you do need a Bluetooth-compatible Xbox Wireless Controller, an up-to-date Android mobile device, and a decent internet connection (data, Wi-Fi, or otherwise). Your connection must support download and upload speeds of at least 10MB/s and 4.75MB/s, respectively.

The xCloud preview currently allows testers to play more than 50 games (more than Stadia’s 42) at no cost, including the likes of Gears 5, Devil May Cry 5, Civilization VI, Halo: The Master Chief Collection, Borderlands: The Handsome Collection, and plenty of others.
To be clear, this preview is not the same thing as Microsoft’s Xbox Console Streaming platform. Both services use the same app for setup and management, but they are otherwise different offerings. Console Streaming lets you stream games from your Xbox One to your Android phone, whereas xCloud requires no extra hardware (other than your smartphone).
At any rate, the sign-up process is very simple. Microsoft will ask you if you have, or are willing to buy a Bluetooth-enabled gamepad, and it will ask you for the make and model of your Android smartphone. After that, it’s just a matter of waiting for your invite, which can take up to a couple months to arrive (though we suspect those who sign-up early will get in earlier than that).

Huawei CFO’s extradition would let US criminalize behavior in Canada, say lawyers | Technology – Blog – 10 minute

Lawyers for a Chinese telecoms executive arrested in Vancouver have argued that her extradition to the US would allow a foreign state to criminalize behavior in Canada.
Meng Wanzhou, the chief financial officer of Huawei and eldest daughter of its founder, Ren Zhengfei, is wanted by US authorities for alleged fraud related to sanctions against Iran.
In the second day of a five-day extradition hearing in Vancouver, lawyers for Meng argued that the US accusations against her would not be considered a crime in Canada, where she was arrested in 2018.

“Canada doesn’t enforce foreign criminal law,” said Meng’s lawyer Eric Gottardi. “We simply cannot import that law and have it operate in Canada domestically. It’s contrary to our values.”
The US alleges Meng lied to the bank HSBC about Huawei’s relationship with its Iran-based affiliate Skycom, putting the bank at risk of violating US sanctions against Tehran.
On Monday, defense attorneys argued that the US was abusing its treaty with Canada by asking it to detain Meng for prosecution as part of a campaign that Ren, Huawei’s chief executive, surmised aimed to crush China’s largest international company.
They argued that Meng’s misrepresentations, if they occurred, did not amount to fraud, and that Canada had repudiated the US sanctions against Iran.
“Would we be here in the absence of US sanctions? Our response is no,” Richard Peck, the lead defense lawyer, told a packed courtroom.
The hearing is scheduled to last until Friday.
Meng’s arrest during a stopover of a Hong Kong-to-Mexico flight in December 2018 placed her at the center of a US-China trade row, with Donald Trump once musing that he would gladly trade her release for Chinese trade concessions.
It also put Canada in the middle of the feud between the US and China, with which Justin Trudeau had hoped to nurture closer economic ties.
Nine days after Meng was taken into custody at the Vancouver airport, China arrested two Canadians – the former diplomat Michael Kovrig and the businessman Michael Spavor.
Their detentions on espionage suspicions, along with Chinese restrictions on Canadian agricultural imports, have been widely interpreted as retribution by Beijing aimed at pressuring Canada to free Meng.
Former Canadian political leaders have urged the prime minister to concede and release Meng in a “prisoner swap” for Kovrig and Spavor.
But extradition experts consulted by AFP said that that would encourage “hostage diplomacy”.
China’s foreign ministry on Monday characterized Meng’s extradition case as a “grave political incident”, while renewing calls for Ottawa to release her to normalize relations.
Canada’s deputy prime minister, Chrystia Freeland, responded that Ottawa “honors its extradition treaty commitments” and would not interfere in the case while it was before the courts.
In a statement, Huawei said that it trusted Canada’s judicial system and believed Meng would be found innocent.

Apple TV+ will cost $5.99 in Canada, £4.99 in the UK and INR 99 in India – gpgmail


At its big press event yesterday, Apple announced that its TV+ streaming service would cost $4.99 per month and a launch date on November 1. But it’s supposed to be available in more than 100 countries, so what does that pricing look like outside the United States?

The Streamable has rounded up TV+ pricing in different countries — and you can verify the number yourself by checking out the country–specific versions of Apple’s announcement.

The service will cost $5.99 CAD ($4.54 US) in Canada, £4.99 ($6.15) in the United Kingdom, 4.99€ ($5.50) in the rest of Europe, A$7.99 ($5.48) in Australia, 600 JPY ($5.57) in Japan and INR 99 ($1.38) in India. That’s significantly cheaper than Netflix or Disney+ across-the-board — though in India, it’s still more expensive than Disney-owned Hotstar.

And if that’s not affordable enough for you, you’ll also get a year of free access when you purchase select Apple hardware.

Disney+ comes to Canada and the Netherlands on Nov. 12, will support nearly all major platforms at launch – gpgmail


Disney+ will have an international launch that begins at the same time as its rollout in the U.S., Disney revealed. The company will be launching its digital streaming service on November 12 in Canada and The Netherlands on November 12, and will be coming to Australia and New Zealand the following week. The streaming service will also support virtually every device and operating system from day one.

Disney+ will be available on iOS, Apple TV, Google Chromecast, Android, Android TV, PlayStation 4, Roku, and Xbox One at launch, which is pretty much an exhaustive list of everywhere someone might want to watch it, leaving aside some smaller proprietary smart TV systems. That, combined with the day-and-date global markets, should be a clear indicator that Disney wants its service to be available to as many customers as possible, as quickly as possible.

Through Apple’s iPhone, iPad and Apple TV devices, customers will be able to subscribe via in-app purchase. Disney+ will also be fully integrated with Apple’s TV app, which is getting an update in iOS 13 in hopes of becoming even more useful as a central hub for all a user’s video content. The one notable exception on the list of supported devices and platforms is Amazon’s Fire TV, which could change closer to launch depending on negotiations.

In terms of pricing, the service will run $8.99 per month or $89.99 per year in Canada, and €6.99 per month (or €69.99 per year) in the Netherlands. In Australia, it’ll be $8.99 per month or $89.99 per year, and in New Zealand, it’ll be $9.99 and $99.99 per year. All prices are in local currency.

That compares pretty well with the $6.99 per month (or $69.99 yearly) asking price in the U.S., and undercuts the Netflix pricing in those markets, too. This is just the Disney+ service on its own, however, not the combined bundle that includes ESPN Plus and Hulu for $12.99 per month, which is probably more comparable to Netflix in terms of breadth of content offering.
